A -- STUDIES TO EVALUATE THE TOXIC AND CARCINOGENIC POTENTIAL OF SELECTED CHEMICALS IN LABORATORY ANIMALS VIA INHALATION SOL NIH-ES-97-23 DUE 011597 POC Marilyn B. Whaley, Contract Specialist, 919/541-0416 The purpose of this contract is to evaluate the toxic and carcinogenic potential of selected chemicals of interest via inhalation. This project includes 14-day, 90-day, and two year studies of Divinylbenzene (80%) and Stoddard Solvent (Types II-C and I-A). The base contract award shall consist of those work activities associated with identity and purity determination of bulk chemical, development of generation and monitoring methods, health and safety concerns that must be addressed before study start, and conduct of the 14-day study of Divinylbenzene (Task 1) and Stoddard Solvent II-C (Task 2). The Government may, pending the availability of funds, exercise options for: a 90-day study of Divinylbenzene, a two year study of Divinylbenzene, a 90-day study of Stoddard Solvent (Type II-C), a two-year study of Stoddard Solvent (Type II-C), prestart activities and 14-day studies of Stoddard Solvent (Type I-A) (Task 3), a 90-day study of Stoddard Solvent (Type I-A), and a two year study of Stoddard Solvent (Type I-A). These studies shall be conducted according to the Specifications for the Conduct of Studies to Evaluate the Toxic and Carcinogenic Potential of Chemical, Biological and Physical Agents in Laboratory Animals for the National Toxicology Program dated August, 1992, with subsequent revisions. Award of one cost-reimbursement, completion type contract on July 31, 1997 on an open competition basis is contemplated as a result of this solicitation. The estimated level of effort is 9,500 labor hours for the base contract and 115,897 labor hours for all options. The estimated period of performance is approximately nine months for the base contract and five years two months if all options are exercised. If no selection is made, a streamlined version of the RFP will be provided, which will include only the Statement of Work, deliverables and reporting requirements, any special requirements, mandatory qualifications, and technical evaluation criteria. After examination of the streamlined RFP, any organization interested in responding to this RFP must request the full RFP package. A copy of the streamlined and full RFP (with the Statement of Work only) will be available after the release date on the Internet at http://www.niehs.nih.gov/omcpmb/external/rfp.htm.
