The Federal Highway Administration (FHWA) plans to negotiate a Fixed-Price Purchase Order with PASCO USA, Inc. to collect data for a precision and bias study of film distress surveys. PASCO USA, Inc. will determine the ''Film Ground Truth'' distresses on the 12 workshop test sections, as well as perform independent surveys of these same 12 sections. PASCO USA, Inc. will use their facilities as well as provide trained personnel knowledgeable of the procedures outlined in ''Distress Identification Manual for the Long-Term Pavement Performance Project'' to perform these tests.
