National Institute of Standards and Technology (NIST) intends to award
a contract to Jacob Rabinow for expert engineering evaluation of the
technical and commercial feasibility of inventions and innovations. The
Contractor shall have a B.S. degree and eight years of experience in
the areas of: (1) Mechanical Engineering, (2) Electrical Engineering
and (3) Manufacturing Engineering. The Contractor shall provide
independent confidential evaluations of a wide array of inventions
submitted to the NIST, Office of Technology Innovation for review
specifically in the areas of mechanical and electrical devices and
during the first-stage level of evaluation. The Contractor shall review
inventions, and the technical evaluations thereof by others, where
there is a conflict of engineering judgements and provide an
independent assessment and recommendation to the Director of the Office
of Technology Innovation. The Contractor shall have experience in the
technical areas of the inventions reviewed which includes but is not
limited to: automatic transmissions,
continuously-variable-transmissions, machine elements, mechanical
devices, general machinery, hydraulic power systems, manufacturing
processes, oil well tools & appurtenances, mechanical components of
automobiles engines, electrical lighting systems, electric motors &
generators, elector-mechanical devices, and materials selection. In
addition, familiarity with innovation process, patenting process,
entrepreneurship process and commercialization process is required. The
Contractor shall conduct research and prepare educational materials
appropriate for independent inventors, small businesses, or the Office
of Technology Innovation staff regarding creativity, invention,
protecting ideas, commercializing technology and the innovation process
in the United States. The Contractor shall meet with the individual
inventors whose inventions have been reviewed and provide technical
assistance to the inventor, as appropriate and with the concurrence of
the Director of the Office of Technology Innovation. This contract
will be for a base period, which shall be from the date of contract
award until September 30, 1997, and the contract will include three
option years. The work shall be performed at the NIST Gaithersburg
site. The Government will furnish the Contractor with workspace, a
desk, a chair, a computer, a telephone, a printer, access to a copier,
and access to a fax machine. This notice of intent is not a request
for competitive proposals. Requests for a copy of a solicitation
package for this requirement will be disregarded. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
