advantage of the following opportunity: The California Environmental
Agency (Cal/EPA) and U.S. Environmental Protection Agency (U.S. EPA)
seek companies with innovative environmental technologies to
participate in a newly established national performance verification
program. Of interest are commercial-ready, hazardous waste pollution
prevention, recycling, and treatment technologies. Benefits to
participants receiving verification will be significant, including
national recognition as an environmental technology industry leader.
California's Hazardous Waste Environmental Technology Certification
Program, operated by the Cal/EPA's Department of Toxic Substance
Control (DTSC), is the first and only state program of its kind and is
now in its third year of implementation. Recently, U.S. EPA and DTSC
entered into a partnership to conduct one of ten pilot programs under
U.S. EPA's Environmental Technology Verification (ETV) Program. For
those technologies selected, DTSC and U.S. EPA, in consultation with
the applicant, will establish criteria for evaluating the technology.
If field testing is required, it will be the responsibility of the
applicant. DTSC and U.S. EPA will review and approve test plans and
will review the result of field tests in conjunction with other
technical information submitted by the applicant. U.S. EPA verification
and Cal/EPA certification decisions will be accompanied by a technology
evaluation report. Preference will be given to hazardous waste
pollution prevention technologies. Pollution prevention is defined as
source reduction: any practice that eliminates or reduces the amount or
toxicity of a hazardous pollutant prior to generation, including input,
production process, and product changes. Examples include products with
longer lifetimes or less environmental impact; improved production
equipment; and less-toxic input materials. In addition to pollution
prevention, treatment and recycling technologies also will be
considered. Though not limited to the following, technologies used in
these industrial sectors will be given priority: computer and
electronic manufacturing, metal plating/finishing, petroleum refining,
printing, automobile manufacturing, and iron and steel making.
Technologies must be near or already at full-scale operation, exhibit
technical success, and show existing or potential market acceptance.
Applications to participate in this new and exciting program may be
requested by contacting DTSC at 916/322-3670. Selections will be made
on a priority basis and will be limited by available resources. Those
technologies not selected may be eligible to participate in Cal/EPA's
ongoing certification program. Note that this solicitation supplements
earlier efforts to identify participants for the ETV pilot program; in
response to a March 1996 solicitation, DTSC received applications from
a number of technology developers and is preparing for the first round
of evaluations. Selected technologies will be described in a future
solicitation at which time developers of similar technologies will be
sought. In the meantime, any developers meeting the criteria described
