This acquisition shall be procured using the Two-Step Sealed Bidding procedures. The first step being the Request for Technical Proposals, the second being the Invitation for Bid. The technical evaluation factors are as follows: 1) Specialized Experience 2) Past Performance, 3) Qualifications of Key Personnel, 4) Management Approach, 5) Management Controls, 6) Plan of Operation, 7) Quality Control and 8) Required Licenses. Evaluation factors shall be submitted as a written proposal in response to the RFP. Only those offerors whose proposals are determined to be acceptable will be invited to participate in Step Two of this procedure. No pricing data shall be included in the Technical proposals. The Request for Proposals is expected to be issued o/a 11/18/96. The preproposal conference is tentatively scheduled o/a 11/25/96, in Denver, Colorado. Proposal due date is expected to be o/a 12/2/96. IFB to be issued o/a 12/11/96. All responsible sources will be considered in Step One; only those proposals deemed acceptable will be considered for Step Two. This procurement is set-aside for small business concerns.
