The Federal Aviation Administration (FAA), Western Pacific Region,
under the FAA Acquisition Management System (FAAAMS) hereby publicly
announces its intention to contract for installation of new concrete
equipment shelters and air conditioning units (all Government Furnished
Material) and related/associated work for the Runway 06L Instrument
Landing System (ILS), Glide Slop, and Localizer at Agana International
Airport, Agana, Guam. The estimated dollar range for this procurement
is between $100,000 to $250,000. Work includes, but is not limited to,
demolition and disposal of existing equipment shelters (including
footings and foundations); install new concrete footings with anchor
bolts and subsurface material; transport GFM shelters and A/C units
from storage area and install; remove and relocate government owned
fuel tank; furnish and install an engine generator; furnish and install
dry type transformers; furnish and install power distribution panels;
and perform other related preparatory and finish work at the exterior
sites and to the interiors of the shelters. The standard industrial
classification (SIC) code for this project is: 1731. All work is to be
in strict accordance with project plans and specifications. It is
anticipated that Request for Offer, DTFA08-97-B-02907, will be issued
on or about November 18, 1996 with responses due approximately 21
calendar days after actual date of issuance. Request for a solicitation

transmitted, will not be honored. This notice BELOW is for
informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximum line of
