synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DAAL01-96-R-9865. This acquisition is issued as a request for proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition 90-41. The
associated standard industrial classification (SIC) code is 5043. The
small business size standard 500 employees. The following is a list of

Separately Priced. Description of Requirements: The Army Research
Laboratory intends to procure a streak camera, which is able to provide
information on very fast transient events such as rapid loading during
shock compression experiments. When coupled to a spectrometer, the
streak camera will facilitate real time spectroscopy to examine dynamic
response of materials on a microscopic scale. The streak camera shall
be of an image converting type with an intensified readout system
utilizing a Charge Coupled Device (CCD). The contractor shall provide
a streak camera, which shall include the following capabilities: The
input window shall be composed of ZnK7 material and the photocathode
shall operate over the spectral range of 300-900 nm. Magnification
shall be 1:1. The camera sweep electronics shall be capable of variable
streak speed in the range 500ps/mm to 5ns/mm. Both pre-blanking and
post-blanking capability is required. The camera shall be supplied with
streak input optics, visible with 25, 50, and 100 micron slits. The
camera system shall operate in single shot mode with a dynamic range of
at least 20:1 at maximum time resolution. Readout requirements are as
follows: A 2D CCD shall be used for rapid digitization of the streak
tube output. The pixel array shall be 576x385 minimum with a
sensitivity of 3 photons/count at 530 nm. CCD shall be air cooled to
maintain active sensor at -30 degree C in ambient conditions and full
12 bit digitization. The CCD shall be intensified by a gated,
microchannel plate device with a 1000x minimum gain. Gating shall be 30
ns nominal. Integrated CCD and intensifier system shall be fiber-optic
coupled to the streak camera output. CCD control unit and any
interface card(s) necessary for normal operation shall be vendor
supplied. Software shall be provided to permit picel binning in order
to optimize CCD chip area. Software shall be PC compatible. Mounting
hardware, and power cables shall be provided. Contractor installation
and instruction of camera usage shall be provided on Government site
for at least and not more than four days, for two ARL personnel. System
shall have a one year warranty on all hardware, software, electronics,
image tubes, and sensors. Delivery is required no earlier than 31
March 1997. The Contractor must notify the Contracting Officer at least
10 days prior to delivery. Delivery shall be made to the Army Research
Laboratory, Logistics Receiving, Building 434, APG, Maryland.
Acceptance shall be performed at Army Research Laboratory, APG. The FOB
point is destination. The provision at 52.212-1, Instructions to
Offerors - Commercial, applies to this acquisition. The following
addenda have been attached to this provision: 52.211-6, 52.211-14,
52.215-16, 52.215-41, 52.216-1. The Government contemplates award of a
Firm Fixed Price contract resulting from this solicitation, 52.232-2
- Protests, as defined in Section 33.101 of the Federal Acquisition
Regulation, that are filed directly with an agency, and copies of any
protests that are filed with the General Accounting Office or the
General Services Administration Board of Contract Appeals, shall be
served on the Contracting Officer (addressed as follows) by obtaining
written and dated acknowledgment of receipt from: Army Research
Laboratory, ATTN: Kathy Tennant, AMSRL-CS-AL-PS, 2800 Powder Mill Road,
Adelphi, MD 20783-1197. The provision at FAR 52.212-2 Evaluation -
Commercial Items is applicable to this acquisition. EVALUATION
PROCEDURES: Negotiations may be held with offerors whose proposed
product(s) are determined to be technically acceptable, or susceptible
of becoming technically acceptable, on the basis of information
submitted. Offerors shall submit Descriptive Literature (e.g., cut,
illustration, drawings, and brochures) as part of their offer.
Descriptive Literature must be (1) identified to show the item(s) of
the offer to which it applies and (2) received by the time specified
for receipt of proposals. Failure of Descriptive Literature to show
that the product(s) offered conforms to this requirement in any area
may result in rejection of the proposal. Offers shall submit Past
Performance information (item description, dollar value, award date,
completion date, contract POC) regarding their last three (3) contracts
for the same or similar item(s). Award will be made to that responsive
and responsible offeror whose descriptive literature information
clearly demonstrates that the proposed product(s) meet all of the
requirements of the Description of Requirements; whose past performance
information supports a determination of responsibility/best value; and
whose price is lowest, or, if negotiations are conducted, whose best
and final price is lowest (however, see 252.219-7006). Responses must
be made by the due date stated below. Offerors shall include a
completed copy of the provision at FAR 52.203-2, Certification of
Independent Price Determination, 52.212-3, Offeror Representations and
Certifications - Commercial Items, and DFARS 252.212-7000, Offeror
