Officer (301) 227-5782. The Naval Surface Warfare Center Carderock
Division intends to pursue on an unrestricted basis a competitive 4
year Indefinite Delivery Indefinite Quantity type contract for the
procurement of RDT&E Fleet Support Engineering Services for
Firefighting and Corrosion Control Systems. The prospective offeror
shall provide scientific, engineering and technical services and
facilities to perform fire testing; fire test evaluations; fire
fighting system and equipment stowage system design development, design
modification, and system performance review; and to perform upgrades
and stowage modifications on various shipboard fire supression systems
including HALON, Aqueous Film Forming Foam (AFFF), Carbon Dioxide
(CO2), portable fire pumping systems, personnel protection equipment
and systems including Firefighter's Breathing Apparatus, and corrosion
control equipment and systems; and, research, development, test and
evaluation (RDT&E) activities on behalf of a variety of improvement
programs being conducted by the U.S. Navy. An organizational conflict
of interest provision may be applicable to this work and included in
the solicitation and subsequent award document. Evaluation and award of
this procurement will be on a ''Best Value'' basis to the Government
based on past performance, experience, personnel, and possibly an oral
presentation to demonstrate technical approach and considering price
related factors. The contemplated period of performance is four years
and individual tasks will be inititated via the issuance of
completion-type Delivery Orders. Offerors who are a large business
concern under SIC Code 8711 are notified of the requirement to submit
an acceptable subcontracting plan IAW FAR 19.7 and DFARS 219.7.
Moreover, the subcontracting plan must establish a 5% SDB goal and a 5%
women owned small business goal. Anticipated availability for this
solicitation package is o/a 1 December 1996 with closing approximately
60 days thereafter. All responsive and responsible sources that submit
an offer will be considered. Be advised that the government intends on
