The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Drug Abuse (NIDA) intend to negotiate on a sole source basis with the Association for Health Services Research, Washington, D.C., to produce two issues of the ''Connection'' Newsletter. The issues will include 8,000 copies each of the Winter 1996 and Summer 1997, publication. Interested parties may identify their interest and capabilities to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
