Management of the Service Member Opportunity College (SOC) Program which includes SOCED, the SOC Associate Degree and Bachelor Degree Programs for the Armed Forces. Specific requirements include the management of the SOC Program, Service as an academic forum for information exchange and problem solving, coordination of operational degree programs and establishment (or maintenance) of a SOC advisory board. This acquisition will result in a cost reimbursement/no fee contract. The base year period of performance will commence on 01 Oct 97 and run through 30 Sep 98. The resultant contract will include four (4) one year option periods. The Government intends to solicit on an other than full and open competition basis pursuant to FAR 6.302-1.
