The United States Agency for International Development Mission in
Mozambique (USAID/Mozambique), under the PVO II Support Project No.
656-0229, invites applications from qualified USAID-Registered Private
and Voluntary Organizations (PVOs), with documented experience and
demonstrated competence in management services for institutional
strengthening in the fields of training services, and the
administration of small grants to national non-governmental
organizations (NGOs), and community-based organizations (CBOs). For
purposes of this RFA, PVO is meant to refer to U.S. PVOs (Private
Voluntary Organizations) which are generally eligible for USAID direct
grants. NGO usually refers to a broader category of all nongovernment
organizations in the U.S. and elsewhere in the world, but in this
context, it refers, except as otherwise specified, to Mozambique-based
groups which are incorporated, or are in the process of incorporating
themselves, under the provisions of the Government of Mozambique's
(GRM's) laws of association. The purpose of the PVO II Support Project
is to undertake activities that lead to achievement of two of the
Missions Strategic Objectives of the Country Strategic Plan --
increased rural household income, and increased use of essential
maternal and child health services -- and contribute to a stronger
civil society, within geographic focus areas of Mozambique. In order to
provide the requisite inputs to achieve one of the Project s
objectives, which is strengthened Mozambican nongovernment institutions
involved in participatory rural development activities, the PVO II
Support Project will be assisted in this important task by an
institution building grantee with specific responsibilities for working
with Mozambican nongovernment organizations of many kinds in a
four-year program of, inter alia, capacity building, training,
technical assistance pilot grants, and in-the-field monitoring which
will lead to an increasingly enhanced role of Mozambicans in managing
development assistance. The PVO will be responsible for: (1) the
identification of Mozambican nongovernment organizations, (2) the
assessment of the feasibility of providing assistance, (3) the
preparation of an announcement for, and receipt and evaluation of,
training and activity proposals made by those organizations, (4) design
and conduct of the administration of the assistance, (5) specific
training arrangements, and (6) monitoring and reporting on the
technical, organizational and financial aspects of all assistance
offered. A Request for Applications (RFA) will be issued no earlier
than 15 days from the date of publication of this notice. The deadline
for receipt of applications will be approximately 60 days after the
date of RFA issuance. All responsible sources may submit an application
which will be considered by USAID/Mozambique. The solicitation for this
requirement is expected to result in the award of a cooperative
agreement. The preferred method of distribution of USAID procurement
information is via the Internet or by request of a solicitation on a
3.5'' floppy disk (WordPerfect 5.1/5.2 format). This CBD notice can be
