This is a firm fixed price, indefinite delivery, indefinite quantity for five successive ordering periods. P/N 7-311511158-5 is a minimum quantity of 128 each and a maximum quantity of 308 each; P/N: 7-311511158-3 is a minimum quantity of 136 each and maximum quantity of 324 each. First ordering period for P/N: 7-31151158-5 will be F.O.B. Destination of 86 each to Stockton, CA and 42 each to Texarkana, TX and for P/N: 7-311511158-3, F.O.B. Destination of 101 each to Stockton, CA and 35 each to Texarkana. The remaining four ordering periods will be F.O.B. Origin. This is a non Flight Safety Part, requiring Engineering Testing and First Article Testing. The required delivery with First Article Test is 16 each month, commencing 505 days ADC, First Article Test Report due 310 days ADC. Delivery without First Article Testing is 16 each, commencing 365 days ADC. This procurement requires prequalification. All responsible sources may submit a proposal which shall be considered by the agency. Authority and justification is FAR 6.302-l, Only One Source or Only a Limited Number of Responsible Sources. This proposed contract action is for supplies for which the Government does not have specifications and drawings to permit full and open competition; however it is restricted to approved sources: McDonnell Douglas Helicopter Systems, Mesa, AZ, Imperial Tooling and Manufacturing, Inc., Arlington, TX and Fenn Manufacturing, Newington, CT. The estimated cost of testing will be added, for evaluation purposes, to offers received from approved sources who are not yet tested. The cost of the Engineering Testing will be paid for by the Government. The time required for approval of new supplies is such that award and delivery cannot be delayed pending approval of a new source.
