to purchase a large hydraulic crawler mounted excavator to excavate
soil and shot rock underwater while standing on shoreline. Quantity:
one each with an option to buy or lease a second excavator without the
dredge conversion capability. Delivery: Within 270 days or less
F.O.B./C.I.F. Gatun Anchorage, Republic of Panama, after receipt of
notice of award. Excavator shall be a commercial item based on an
existing design identified in the company's brochures of its product
line. The Commission expects to use the excavator as described above
for about three years. Afterwards, the Commission wants to be able to
mount this excavator on a barge to convert it to a dipper dredge; thus,
the equipment shall include design features to operate in a marine
environment and an optional conversion kit is to be included in the
offer. The hydraulic excavator is to meet or exceed the following
specific requirements: 1. Total weight of excavator must not exceed
2500 kN (281 tons). 2. Ground pressure exerted by the excavator on the
tracks in the idle position must not exceed 206 kPa (30 psi). 3. While
standing on the shoreline, the minimum digging depth is to be 10.0
meters below the bottom of the tracks at a horizontal distance equal to
the digging depth ahead of the machine's body. 4. The rated production
capacity at the 10.0 meters working depth shall not be less than 300
cubic meters per hour. 5. The bucket forces, considering the same
bucket used to calculate production capacity, shall exceed 600 kN
(134,900 lb) break out and 450 kN (101,200 lb) digging (tear out)
