(48) month effort involves the analysis, design, development,
prototyping and support of the integration of a decision support system
that provides automated assistance to the Joint Forces Air Component
Commander (JFACC), Area Air Defense Commander (AADC) and their staff in
a Joint Air Operations Center (JAOC) environment in their air defense
responsibilities. The focus is on supporting the planning and execution
of integrated joint, combined arms and coalition air defense measures
to counter airbreathing and missile threats to friendly forces in an
Area of Responsibility (AOR). Specifically, this effort will support
the development and integration of functional applications and
interface software as an integral mission application segment of the
Theater Battle Management Core Systems (TBMCS) program. This effort
will include three, one-year options for support and maintenance of the

under the Air Force Acquisition Reform Lightning Bolt Initiatives.

prime contractor level. SECRET clearances will be required for
performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Officer, Gary L. Slopka,
315-330-3204. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. The RFP will be released no sooner than 20 Nov
