The Office of the Comptroller of the Currency (OCC) is seeking information on proven ``off-the-shelf'' software to meet the OCC's time, travel, and leave database requirements. The OCC supervises approximately 2,700 national banks and 66 federal branches and agencies of foreign banks in the U.S. staffing approximately 3,000 employees, 2,000 of which are bank examiners located at remote sites. The software product must be user friendly and consist of an automated form that contains time, travel expense, and leave fields. Users must be able to enter time, travel, and leave data on a daily, weekly or bi-weekly basis. Leave data must be maintained within government guidelines. Travel and time fields must also fall within specific ranges designated by OCC. Forms will be sent electronically to supervisors and maintained by a central relational database. The software must be able to perform data operations on time, travel, and expense functions as well as operations on subfunctions within the time, and expense parameters. Upon submission, the data must be recorded in the database which must provide standard reports, ad hoc inquiries, and extract time entry information. The information must then be transmitted to the National Finance Center (NFC) in New Orleans in NFC's data format. Minimally, the software must also provide the following: 1) support for BANYAN Vines and Computer Associates Accounts Payable software; 2) remote dial-in capability; 3) single entry PC screen; 4) on-screen help for employees, 5) ability for supervisor to return electronic time card to employee for modifications, allowing employee to resubmit; 6) ability to correct prior pay periods; 7) ability to provide ``front-end'' edits, validating employee social security numbers, project codes, bank charter numbers, etc.; 8) ability to ``flag'' a bi-weekly record in order for travel expenses etc. not to be paid more than once; 9) ability to calculate mileage dollar amount upon user entry of miles traveled; and 10) security measures against unauthorized use. Minor modifications to existing software may be required to meet OCC's specifications. Software containing ``time-clock'' sign-on mechanisms are NOT acceptable. This synopsis is for information purposes only, does not constitute a solicitation, and is not to be construed as a commitment by the Government. The information you provide will be evaluated to identify capable potential sources if funding is allocated for this effort. Your response, including screen format, should be limited to 25 pages or less. This will be the only synopsis published for this requirement. Respondents will be included on any mailing list for any RFP that may result from this Sources Sought synopsis. The Government does not intend to award a contract on the basis of this notice and will not pay for any information received as a result of this synopsis. Vendors with questions may call John P.
