Service, Lolo National Forest intends to procure services to prepare a
joint Federal/State Environmental Impact Statement (EIS). The scope of
services will include conducting and analyzing public involvement,
environmental analysis, and document preparation and distribution
(draft and final EIS). This EIS is needed to process an application for
a special use permit submitted by the Yellowstone Pipe Line Company.
The company is proposing to construct a new 10 or 12 inch petroleum
products pipeline section between Missoula and Thompson Falls, Montana.
The new section would be 65 to 90 miles long, and would reconnect
existing segments of the pipeline which runs from Billings, Montana to
Moses Lake, Washington. Work is estimated to start January 1997.
Proposals are due on December 23, 1996. The contract time is from date
of contract award through September 1998. All responsible sources may
submit an offer which will be considered. The proposed contract listed
