The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to contract on a sole source basis with Georgetown University, Department of Gastroenterology, Washington DC, for 1) to provide second or third year fellows in an approved gastrointestinal fellowship training program on a daily basis (rotation), seven days per week on a 24-hour per day basis, to see patients at the NIH requiring consultations for gastrointestional diseases; to discuss these cases with the supervising physician; and to perform any gastrointestinal procedures required; 2) to provide a board-certified gastroenterologist who is participating in the same gastrointestinal fellowship training program, on the same time basis, well-trained in all endoscopy procedures (including endoscopic ultrasound, biliary stenting, ERCP, UGI and lower GI endoscopy, manometry and laparoscopy) to supervise the second or third year GI fellows and all GI procedures; 3) to provide training for two fellows in GI training per year as part of a joint NIH-Georgetown-Washington VA Gastroenterology program including providing continuity clinics required for board-certification which as accessible within 30 minutes of NIH, and 4) to provide continuity for the ongoing clinical research protocols involving endoscopic procedures at NIH by continuing to provide the same gastroenterologist involved in their initiation. In addition to handling routine GI consultant servcies, the second or third year fellow and the supervising gastroenterologist will take care of GI emergencies (response to be within 1/2 hour). The second or third year and supervising gastroenterologist will provide the above services for one year from date of award with three one-year option periods. The NIH believes the proposed contractor is the only source available based on the contractors affiliation with the NIH and the Veterans Administration Hospital in the research and treatment of gastrointestinal disease, based on the proximity of their facilities to NIH and thus their ability to meet the time constraints for response time and proximity of continuity clinics, their well established expertise in the field of advanced GI endoscopic procedures which is an essential requirement of this contract, and their ability to provide continuity in the clinical research protocols that are currently established at NIH by providing the same gastroenterologists who initiated these studies. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. Contractors must be located within 1/2 hour of the NIH Campus in Bethesda, Maryland and be able to provide all requirements listed above within a 1/2 hour distance. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive proocurement. See Note 22. (0306)
