Services shall include the performance of independent investigations, technical and analyses, tests and scientific and engineering project support for the Naval Aviation Depot, North Island, Research and Engineering Office (REO). Technical proposals shall address offerors' technical excellence, personnel qualifications, management capabilities and corporate experience/past performance. The successful contractor must provide an operational office in the San Diego area within 30 days of contract award. A base year contract with option provisions for four additional years is anticipated.
