S -- ENERGY SAVINGS PERFORMANCE CONTRACT, USEPA, ANN ARBOR, MI SOL C700012T1 POC William J. Wise, Contracting Officer, 513/366-2025 The U.S. Environmental Protection Agency (EPA) has a requirement for retrofitting HVAC and related equipment in its National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan, through an Energy Savings Performance Contract (ESPC). As authorized by the National Energy Conservation Policy Act and the Energy Policy Act of 1992, and specified under ESPC regulations at 10 CFR Part 436, the contractor incurs the cost of implementing energy savings measures, including performing the audit, designing the project, acquiring and installing equipment, training personnel, and operating and maintaining the installed equipment, in exchange for a share in any energy savings directly resulting from implementation of such measures during the term of the contract. Using ESPC procedures, EPA's goal is to establish NVFEL as an energy and environmental showcase facility by reducing source emissions, energy consumption, and energy costs, while preserving or improving the integrity of the Laboratory's mission. EPA recognizes that effective planning for life-cycle reductions of emissions and energy consumption can be accomplished by utilizing high-efficiency HVAC equipment, designing systems that utilize waste heat and other forms of free energy, and incorporating renewable energy systems as key components of a facility's renovation solution. NVFEL's annual utility consumption and costs provide ample economic opportunity for an ESPC project, given the potential 25-year contract term authorized by statute. The 150,000 square-foot NVFEL annually consumes approximately 700,000 therms of natural gas from Michigan Consolidated Gas Company and 9 million kwh of electricity from Detroit Edison at a peak demand approaching 3 Mw. The approximate breakdown of the NVFEL's $1 million annual energy bill is 1/4 gas energy, 1/4 electric energy, and 1/2 electric demand. For the proposed ESPC, EPA is seeking an innovative, resource-efficient, and highly integrated system design with synergy among interacting components. Proposal evaluation will include assessment of each offeror's technical approach, management approach, past performance, and operations, maintenance, and training approach. In accordance with ESPC regulations, award will be made to a firm on the Department of Energy's ''Qualified List of Energy Service Companies''. Subsequent to issuance of the RFP, a preproposal conference shall be held at NVFEL, including a site tour and question-and-answer session.
