Provide Facilities Maintenance Services at the U.S. Coast Guard Reserve Training Center, Yorktown, VA. Tasks include: operation, maintenance and repair of various facilities, equipment, buildings, grounds, mechanical and utility systems, and vehicles. Also includes refuse collection and disposal, recycling, custodial services and Energy Management Control System Maintenance. These tasks encompass 700,000 sq. ft. of floor space and 154 acres of land. The proposed contract is for service from 1 April 1997 to 30 September 1997 with a government option to extend the period of performance annually (from 1 October) for up to four (4) additional years. Bid issue date is o/a 11/22/96. There is a non-refundable charge for this solicitation package. All requests for IFB must be in writing to the Contracting Officer (fcp-b), USCG Reserve Training Center, Yorktown, VA 23690-5000 accompanied by a certified or cashier's check or money order payable to the U.S. Coast Guard in the amount of $25.00. One (1) Pre-Bid Conference/Site Visit will be held o/a 12/11/96; reservations must be made through the Procurement Technician at (757) 898-2340. This procurement is 100% set aside for small business. For the purpose of determining size status, a small business is one whose average annual receipts for the preceding three years does not exceed $20.0 million (SIC 8744). All responsible sources may submit a bid which shall be considered by the U.S. Coast Guard. ``This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
