477-8478. The Northern Cheyenne Board of Health is requesting proposals
for furnishing Construction Management Services in connection with the
construction of the new Lame Deer Health Center to be constructed at
or near Lame Deer, Montana. The new facility is to be approximately
5806 gross square meters. The total estimated cost exceeds $9 million
dollars. The Construction Manager (CM) will consult with the
Architect/Engineer and The Manager (CM) will consult with the
Architect/Engineer and The Board of Health Staff during the design
phases to provide cost estimating and to assure that the project will
be well designed and constructed in an efficient and economical manner
within budgetary limitations. Prior to completion of the design phase,
the Construction Manager will be required to submit a Guaranteed
Maximum Price (G. M. P.) for the construction of the facility. If the
GMP is accepted a contract will be entered into for the construction of
the facility. The Construction Manager will be required to render
supervisory and managerial services during construction, for which he
will be paid a fee over and above the price covering the actual
construction work. A Performance Bond (100%) and Payment bond 40% (not
to exceed $2.5 Million Dollars) will be required of the CM prior to
execution of the GMP Contract. This requirement will be procured using
Source Selection procedures. Consideration for selection will be based
on assessment of prior experience and qualifications using the
following evaluation criteria which is listed in descending order of
importance with items 1 and 2 being of qual point value: 1)
Construction Management Experience, i.e., of the description used in
the proposed contract; 2) Construction experience in the last five
years on projects of similar size and scope to this project, i.e.,
health centers, hospitals, and other health facilities; 3) Experience
of Construction Manager's professional staff; 4) Cost Management and
critical path scheduling experience; 5) Construction Contracting
experience with Indian Organizations; 6) Management Plan; 7) Price.
Offerors are advised that technical quality is more important than
price. The Solicitation is expected to be available on or about
November 29, 1996. Request for solicitation package must be made in
writing to Marlene Redneck, Director, Northern Cheyenne Board of
Health, P.O. Box 67, Lame Deer, Montana 59043. Award of a contract
under this solicitation is contingent upon funds availability and the
award of a contract by the U.S. Public Health service to The Northern
Cheyenne Board of Health for the administration and management of this
contract. The proposed contract is restricted to Indian Owned Firms in
accordance with P. L. 93-638 and implementing regulations. An Indian
Owned firm is one which is at least 51% Indian Owned and Controlled and
has submitted with its offer a completed and current Representation
Declaration (B.I.A. Self Certification) Form. Joint ventures will be
considered provided each joint venture is based on the interdependency
of members which makes that arrangement viable and desirable for a
quality effort. All responsible sources may submit a proposal which
