(Site Code DACA05) Project involves work at three Installation Restoration Program (IRP) sites. Work involves removal of underground fuel storage tanks and appurtenances, and installation of above ground fuel storage tanks with appurtenances. Appurtenances include piping, pumps, valves, gages, fencing, paving, earthwork and utilities. A site tour is scheduled for 4 December 1996. Interested persons are to assemble by 9:00 a.m. at the Edwards COE Resident Office for sign-in, orientation, and site tour. A cut off date for submitting technical questions concerning drawings and specifications (not contractural RFP questions) is 6 December 1996. This procurement will be conducted under SIC code: 1799. The size standard for this SIC code is: $7.0. This is a design/build project; the offeror chosen will complete the design and construct the facility. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of firm that represents the best value to the Government. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 55.0% for small business, 8.5% for small disadvantaged business, and 3.0% for small business/woman-owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Estimated cost is between $5,000,000 and $10,000,000. This project will provide plans and specifications using CD-ROM. The cost of the CD-ROM shall be $25.00. A hard copy of the plans and specifications will not be mailed out, but may be picked up at the Sacramento District Plan Room. All requests for the bidding documents must reach this office by the CUT OFF DATE of 14 Nov 96. Orders received beyond the CUT OFF DATE will not be honored. Plans and specifications on CD-ROM will be mailed out on or about 22 Nov 96. Hard copies of the specifications (text only) will cost $40.00; full size drawings $38.00 and will be available on or about 22 Nov 96. No half-size drawings are available. Because a limited number of sets will be reproduced, copies are limited to one set per firm. Payment by company check, certified check or money order made payable to the Finanace and Accounting Officer, USAED, Sacramento, must be submitted with your order request or delivered in person to USAED, Sacramento, ATTN: Plan Room, 1325 J Street, Sacramento, CA 95814-2922.
