Contracting Officer Ronald J. Miller. (Site Code DACA05) Renovate the
shops area of a large aircraft hangar. Project includes architectural,
structural, mechanical, fire protection, plumbing, major electrical,
roofing, demolition and construction phasing in an occupied and
operational facility. Demolition includes asbestos and lead-based paint
abatement. The facility (Bldg 1600) was built in 1954 and subsequently
had numerous modifications. The as-built drawings may not reflect the
current as-built conditions. As-built drawings will be available in
Bldg 1600 for review during the three day site tour scheduled for 10,
11, and 12 December 1996. Interested persons are to assemble by 8:30
a.m. each day in the Main Lobby at the south entrance to the office
area for sign-in, orientation, and site tour (optional for those
persons who already took the tour). A cut off date for submitting
technical questions concerning drawings and specifications (not
contractual RFP questions) is 16 December 1996. This is a design/build
project; the offeror chosen will complete the design and construct the
facility. The acquisition method is competitive negotiation. Award
selection will be made using source selection procedures. A technical
and price proposal will be required. Evaluation by the Government will
result in selection of one firm that represents the best value to the
Government. This procurement will be conducted under SIC code: 1542.
The size standard for this SIC code is: $17.0. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 55.0% for small business, 8.5% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Estimated cost is between $5,000,000 and
$10,000,000. This project will provide plans and specifications using
CD-ROM. The cost of the CD-ROM shall be $25.00. A hard copy of the
plans and specifications will not be mailed out, but may be picked up
at the Sacramento District Plan Room. All requests for the bidding
documents must reach this office by the CUT OFF DATE of 15 Nov 96.
Orders received beyond the CUT OFF DATE will not be honored. Plans and
specifications on CD-ROM will be mailed out on or about 25 Nov 96.
Hard copy of the plans and specifications will cost $40.00 for
specifications (text only); full-size drawings are $30.00 and will be
available on or about 25 Nov 96. No half-size drawings are available.
Because a limited number of sets will be reproduced, copies are limited
to one set per firm. Payment by company check, certified check or money
order made payable to the Finance and Accounting Officer, USAED,
Sacramento, must be submitted with order request or delivered in person
to USAED, Sacramento, ATTN: Plan Room, 1325 J Street, Sacramento, CA
95814-2922. Do not address to the contract specialist for this will
delay your order. Firms are requested to provide their name, street and
mailing address, telephone and FAX numbers and the solicitation number
of the project. All responsible business sources may submit a proposal
