FSATs requires a substantial initial investment as well as an extended
period of preparation. The Aerial Targets Integrated Product Team
(IPT), Aeronautical Systems Center (ASC), Eglin Air Force Base,
Florida, plans to contract for follow-on production of the QF-4 Full
Scale Aerial Target (FSAT), an acquisition that is currently projected
to extend into the 2005 timeframe. The QF-4 program entails
modification of Government-provided F-4E, F-4G, and RF-4C aircraft with
a contractor-furnished equipment/installation package to provide a
remotely controlled, supersonic, afterburning FSAT capable of
all-attitude, high G maneuvering flight, compatible with the Gulf Range
Drone Control Upgrade System (GRDCUS) at Tyndall and Eglin AFBs FL and
the Drone Formation Control System (DFCS) at the White Sands Missile
Range NM. Major contractor-furnished items are: (1) Command Telemetry
System (CTS), (2) Primary and Back-up Automatic Flight Control Systems
(AFCSs), (3) Flight Termination System (FTS), and (4) Vector Scorer
System (Currently, the Interim Vector Scorer - IVS).
Establishment/maintenance of a body of engineering expertise/sustained
engineering capability will be an integral contract requirement in
order to facilitate implementation of candidate system
changes/enhancements as requested by the operational community.
Integration of new/additional elements such as the Next Generation
Target Control System (NGTCS) and US Navy unique payloads interfaces is
required. Sustained engineering support is projected to extend to 2007.
The production option program will include annual lot buys for
procurements four (4) through nine (9). Each lot option will include
the following provisions: (1) Procurement of a variable quantity
ranging from 24 to 60 FSATs with a most likely quantity of 30 targets
per lot, (2) Maintenance/repair of Government-furnished F-4 aircraft
for the period from receipt for modification through FSAT delivery to
Tyndall AFB FL, (3) Sustained engineering for support of the currently
deployed FSAT systems (to include configuration maintenance,
development of changes, integration, and documentation (engineering and
technical order data) of newly defined requirements), (4) Drone-unique
component warranty (option -- two (2)-year or life-time period of
performance), (5) Repair of non-warranted (out-of-warranty) FSAT system
equipment, and (6) Spares provisioning. Environmental stress screening
(ESS) from the lowest assembly through the system-level will be
required on all drone-unique system components. All drone-unique
components procured from other than currently qualified component
vendor(s) will be subject to a formal qualification program
requirement. All FTS explosive components will be subject to lot
acceptance testing. The QF-4 FSAT system is defined by the following
documentation to be placed in a technical library accessible to
potential bidders in the April 1997 timeframe: (1)
Government-developed/maintained System Specification, (2) Set of Type-B
(B1, B2, and B5) Specifications, (3) Set of Type-C (C1, C1b, C2, C2b,
C4, and C5) Specifications, (4) Level-III Reprocurement Data Package,
and (5) Set of drone-unique supplements to the basic F-4 technical
order series. Specifications are on digital media, format compatible
with Microsoft Windows-Word/Excel/Powerpoint. The Level-III data
package consists primarily of digital media -- text in Microsoft
Windows-Word/Excel/ Powerpoint format, mechanical drawings in .dwg file
extension, AutoCAD format, and electrical/electronic/artwork in Gerber
Out format. Technical orders consist of Word-Perfect text files with
AutoCAD and Gerber Out format illustration sub-files. It is
impracticable to distribute the applicable documents with the
solicitation. Current plans are to include a copy of all documents
except the F-4 basic technical order series in a technical library that
will be located at the Semcor, Inc.-Valparaiso FL office. These
documents may be examined at that location, however, the Program Office
will coordinate use of the F-4 technical order library which will be
maintained by the 475WEG at Tyndall AFB FL, on an as required/requested
basis. The Government plans to make updated information concerning this
acquisition available to qualified offerors via the Eglin Electronic
Bulletin Board. An industry day for potential PRIME contractors ONLY is
planned for 18 December 1996 at Eglin AFB FL. The QF-4 IPT will be
available for one-on-one discussions following the industry day
briefing and/or 19 December, as requested. Specifics of location, time,
and agenda will be provided via the Eglin Electronic Bulletin Board. A
draft request for proposal (DRFP) is planned for release in June 1997,
followed by one-on-one meetings with potential primes, as requested.
RFP release is planned for November 1997 with proposal submittal
required in early January 1998. Contract award is planned for April
1998 with a 24 month core contract performance period for each option
lot buy (first delivery 12 months after option exercise, last delivery
24 months after option exercise). RFP responses shall be a
written/electronic/video tape proposal submission. Different proposal
formats will be required - Format A for the incumbent and Format B for
new offerors. Format B will require identification and segregation of
all start-up costs such as new vendor qualification requirements,
support equipment requirements, First Article testing, etc. The
Government will perform an integrated technical/management/ cost
evaluation utilizing the Consolidated Risk Assessment Methodology
(CORAM) developed by ASC. Offerors will be required to submit their
proposals in CORAM format utilizing Microsoft Project Version 4.0 or
later, current as of RFP release date. Questions concerning the CORAM
submission requirements should be raised to the Contracting Officer
listed above. Offerors submissions shall consist of an Integrated
Management Plan (IMP) and Integrated Master Schedule (IMS) compatible
with the CORAM Cost Formats. Additionally, offerors shall submit a
video taped presentation explaining management approach (to include
subcontract management) and commitment to the proposed program, actions
taken or improvements made as a result of yellow or red ratings on
relevant past CPARS (or other service past performance ratings), and a
performance risk assessment to include risk mitigation measures. The
CORAM software and a training module will be provided to all
participating offerors. Information associated with this program may be
classified up to and including SECRET/NOFORN. Only qualified U.S. prime
contractors who have registered with and are certified by the United
States/Canada Joint Certification Office, Defense Logistics Service
Center, Battle Creek MI 49016-3412 (1-800-352-3572) are eligible to
receive solicitations. Certification is accomplished using DD Form
2345, Military Critical Technical Data Agreement. This synopsis is for
information and planning purposes only and does not constitute an IFB
or RFP, and is not to be construed as a commitment to contract by the
Government. Interested primes must submit a statement of capability
within 30 days of this announcement. Submit the statement of capability
to Ms Denise Green, ASC/VXAK, 102 West D Avenue, Suite 300, Eglin AFB
FL 32542-6808. This statement of capability must include, but is not
limited to, a description of successful experience or capability: (1)
In acting as a FSAT prime contractor (to include technical
capabilities, approaches to problem solutions, current technical
expertise, and current or past FSAT development and/or production
efforts), (2) In developing and integrating command and control systems
used in unmanned air vehicle operations (to include ability to
integrate complex electronics, antenna subsystems, and FTS and
explosive components, capabilities and experience with software
integration/management for RF and command-control systems/ subsystems),
(3) In verifying, validating, and testing hardware/software for target
command and control systems/subsystems, (4) In handling and storage of
classified information (to include facilities, personnel, and
procedures for handling and storage of classified data, software,
firmware, and hardware at the SECRET/NOFORN level), and (5) In
subcontract management. The statement of capability should show that
the respondent has a current capability in place to meet the
requirements of the QF-4 FSAT follow-on. Respondents are invited to
provide their assessments of program risks, and non-binding estimates
of cost and schedule. Risk assessments and estimates of cost/schedule
should be provided separately from the statement of capability. These
assessments and estimates will not be used in the screening evaluation
performed relative to the statements of capability. Respondents to
this notice will not be notified of the results of the evaluation of
their statements of capability. After the statements of capability have
been screened, invitations to the industry day will be extended to
those prospective prime contractor sources who, in the sole judgment of
the purchasing activity, have the capability to successfully compete
for the QF-4 FSAT production and sustaining engineering requirements.
Firms that have expressed an interest but failed to receive an
invitation will be notified of perceived shortfalls. They may elect to
pursue the FSAT program and will be allowed to attend the industry
day. Firms responding to this synopsis should include and state whether
or not they are a small business concern or small disadvantaged
business concern as defined in FAR 52.219-1 and FAR 52-219-2. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of concern. The Ombudsman does not participate in the evaluation
of proposals or in the source selection process. Interested parties are
