synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Supart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DAAL01-96-R-9871. This acquisition is issued as a request for proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition 90-41. The
associated standard industrial classification code (SIC) is 3559. This
acquisition is set-aside for small businesses. The small business size
standard 500 employees. The following is a contract line item number
and items, quantities and unit of measure. CLIN No.: 0001, DESCRIPTION:
Filament Winder System, to include Operator & Maintenance Manuals,
Training, Technical Support and Industry Standard Warranty, QTY: 1,
UNIT: AMOUNT: _; DESCRIPTION OF REQUIREMENTS: The Army Research
Laboratory (ARL) intends to procure a filament winder system. The
system must be capable of producing filament wound parts of various
shapes and sizes. The contractor shall deliver an automated filament
winding machine meeting the following requirements and possessing the
following characteristics. Computer controls shall have: minimum 133
Mhz main processor, minimum 1 Gigabyte hard disk, 3.5'' 1.4 Mbyte
floppy disk, Minimum 32 Mbyte memory, carbon fiber protection - sealed
NEMA 12 cabinet - helical, circumferential, pressure vessel and
non-linear winding with related software - 0 to 90 degree winding -
high speed digital signal processing (DSP) card - servo control
resulting in extremely smooth and accurate machine positioning and easy
programming - pattern combining capability - pattern tracing. Machine
Features: 32'' diameter capacity - 120'' length capacity - minimum
700lb. mandrel weight capacity - 4.5 axes capability with spindle
rotation, horizontal carriage travel, cross cariage travel, rotating
eye motion, yaw axis motion - roving roller resin bath - 3 jaw chuck -
tailstock live center - electronic fiber tensioner - 10 roving
enclosed creel - tension range 0.0 to 10 lbs - digital setpoints from
thumbwheels or computer for tension - electronic brake on spool shaft.
Power Requirements: The contractor shall notify the Government, at the
earliest possible, of the power, space, and other requirements so as to
prepare the site for receipt of equipment. Delivery and installation:
The contractor shall deliver, assemble, install and make fully
operational, the filament winding machine at the ARL's site in Aberdeen
Proving Ground, (APG) Maryland and shall, using said equipment,
demonstrate that the unit meets manufacturer's stated specifications.
Training: The contractor shall provide training for at least three ARL
personnel on the operation and safety precautions pertaining to
equipment. Documentation: The contractor shall provide three copies of
operating and service manuals for the equipment and three (3) copies
of manuals for the system software, if separate from the former. The
contractor shall provide one (1) back-up of operating software on
floppies. Technical Support: The contractor shall provide technical
support for at least one year, at no additional cost, during 8:00 A.M
- 4:00 P.M. EST. Warranty: The contractor shall provide an industry
standard warranty to include parts and labor, for a period of one (1)
year from the date of acceptance of the system.
PERMITS/RESPONSIBILITIES: The contractor is responsible for obtaining
any licenses and permits, and for complying with any federal, State and
municiple laws, codes and regulations applicable to this SOW. In
addition, the contractor shall follow all safety procedures and be in
compliance with all Office of Safety and Health Administration (OSHA)
requirements during transportation to and installation of the system.
(Copies of all applicable publications/regulations will be provided to
the contractor upon request to the PATR). Delivery is required by 30
July 1997. The contractor must notify the Contracting Officer at least
10 days prior to delivery. Delivery shall be made to the ARL Materials
Directorate building, APG, Maryland. Acceptance shall be performed at
ARL, APG, Maryland following a successful operation demonstration. The
FOB point is destination. The provision at 52.212-1, Instructions to
Offerors - Commercial, applies to this acquisition. The following
addenda have been attached to this provision: 52.211-6, 52.211-14,
52.215-16, 52.215-41, 52.216-1. The Government contemplates award of a
Firm Fixed Price contract resulting from this solicitation, 52.233-2
- Protest, as defined in Section 33.101 of the Federal Acquistion
Regulation, that are filed directly with an agency, and copies of any
protests that are filed with the General Accounting Office or the
General Services Administration Board of Contract Appeals, shall be
served on the Contracting Officer (addressed as follows) by obtaining
written and dated acknowledgment of receipt from: Army Research
Laboratory, ATTN: Kathleen M. Tennant, AMSRL-CS-AL-PS, 2800 Powder Mill
Road, Adelphi, MD 20783-1197. ''EVALUATION PROCEDURES: Negotiations may
be held with offerors whose proposed product(s) are determined to be
technically acceptable, or susceptible of becoming technically
acceptable, on the basis of information submitted. Offerors shall
submit Descriptive Literature (e.g., cut, illustration, drawings, and
brochures) as part of their offer. Descriptive Literature must be (1)
identified to show the item(s) of the offer to which it applies and (2)
received by the time specified for receipt of proposals. Failure of
Descriptive Literature to show that the product(s) offered conforms to
this requirement in any area may result in rejection of the proposal.
Offers shall submit Past Performance information (item description,
dollar value, award date, completion date, contract POC) regarding
their last three (3) contracts for the same or similar item(s). Award
will be made to that responsive and responsible offeror whose
descriptive literature information clearly demonstrates that the
proposed product(s) meet all of the requirements of the Description of
Requirements; whose past performance information supports a
determination of responsibility/best value; and whose price is lowest,
or, if negotiations are conducted, whose best and final price is
lowest (however, see 252.219-7006). Award may be made without
discussions. Proposals must be submitted by the due date stated
below.'' Offerors shall include a completed copy of the provision at

Certifications - Commercial Items, with its offer. The following
