intends to negotiate a sole-source contract with Quality Team
Associates, 2605 Windsor Circle East, Eugene, OR 97405, for a
prepackaged Clinical Process Management System. SIC Code 7372 applies.
DEVELOPMENTAL SOFTWARE WILL NOT BE ACCEPTED. This procurement is
unrestricted. Requests for Proposals will be available o/a 11/8/96 and
only fax 937-262-2183 will be honored. Furthermore, qualified firms
must have the necessary resources, personnel and technical expertise to
provide training. This P/C based software for the clinical process
management system must be able to.........plan and manage a patient's
care from entry to the Ohio VISN of VA Healthcare System through
discharge from the Ohio VISN. The system must be multi-disciplinary in
approach, while supporting all levels across the continuum of care
including acute care, home care, long term care and outpatient
settings. It must be able to link elements of care with patient
outcomes automatically through a built-in data analysis engine. Dynamic
creation and customization of pathways, plans of care, physician orders
and routine care items is required. The system must be able to combine
pathways, plans of care, physician orders and routine elements into a
consolidated treatment plan for patient care while automatically
resolving conflicts among the components of the plan. Care recording
must be detailed and parameterized with automatic aggregation of data
into higher level categories for analysis. Cost and charge information
must be captured automatically in the care recording process without
requiring caregivers to know either cost and charge codes or amounts.
The product must have multi-level hierarchy for categorizing actual
variances from an expected treatment plan and the variance hierarchy
must be integrated into the care recording process. The system must run
on Microsoft Window 95 and Window/NT server via the local area and wide
area networks used by the Ohio VISN of the VA. The system must be able
to create new versions of pathways based on existing ones in order to
test revisions before activating them. It must have an extensive
support for user definition of all types of process outcomes and goals.
It must support real-time creation and management of physician order
sets. The systems must have an open interface for interchanging key
data elements in both directions with other systems (including DHCP)
through ASCII delimited formats. The interface must be accompanied by
a published application interface document (API). It must be able to:
1. Develop and document standardized method of treatment. 2. Link
clinical intervention with patient outcomes, move patients between
pathways. 3. Provide inferential statistics. 4. Merge physician orders,
