The USDA, MAP Program Office, intends to place a noncompetitive procurement with Executive Consulting Services (ECS) to test the use of the Enterprise Strategist software for the development of an effective business process analysis methodology. No other source is known to exist for this proprietary software and methodology. USDA is in possession of the software and has contracted previously with (ECS) for initial phases of business process analysis methodology. This procurement will consists of the following: (1) develop the final report from the initial phase to include human resource (HR) community comments and to describe the civil rights (CR) business area, (2) provide guidance and assistance in applying and documenting steps six and seven of the Business Enterprise Engineering Methodology, (3) prepare additional documentation describing the objects used by HR and CR business functions and the business events that create, modify, delete, and use these objects, (4) develop materials to be used in presentations to the department, and (5) provide technical documentation and support to test various components of the software suite in the USDA operating environment. Place of performance is USDA, Washington, DC. The performance period is 22 weeks from date of order issuance. Vendors interested in this procurement must respond in writing within 15 days after publication of this notice. Written responses must include prices and technical information sufficient to determine that the proposed software and methodology provides the same or better capability at less cost. This acquisition is being conducted under simplified acquisition procedures. All responsible sources may submit a quotation which shall be considered. (0309)
