(215)697-9627. The Fleet and Industrial Center Norfolk Detachment
Philadelphia, intends to acquire through other than full and open
competition, on a SOLE SOURCE BASIS with Nothrop Grumman Corporation,
Contractor Engineering Technical Services (CETS). This is a requirement
for CETS to provide various Fleet and shore activities with 48 man
months of effort for the purpose of informing, instructing and training
Navy personnel in the installation, operation and maintenance of
AN/AQS-14, AN/ALQ-141 Airborne Mine Countermeasures (AMCM) weapons
system, the Post Mission Analysis Station and associated support
equipment for the MH-53 aircraft. The proposed effort will commence on
1 May 1997 through 30 April 1998 with an option for the period 1 May
1998 through 30 April 1999. This effort will be covered by a new
contract and/or modification of the existing contract. This procurement
covers the Government's minimum needs for the relevant period. The
place of performance is various Fleet and Shore Activities and are
specified in the solicitation. The eventual contract action is for
services which the Government intends to solicit and negotiate with
Northrop Grumman Corporation of Annapolis, MD pursuant to the authority
of FAR 6.302-1. Northrop Grumman Corporation is the Original Equipment
Manufacturer (OEM) and the only known source for these services. This
notice of intent is not a request for competitive proposals.
Interested parties who contend that they are technically qualified
should submit, within 45 days from publication of this announcement,
specific factual data, including but not limited to technical resumes,
corporate management experience and other pertinent information as so
desired, to be used as an evaluation basis to determine competence to
successfully perform the required services. All technical proposals
received within this time frame will be considered by the Government.
The Government reserves the right not to open this reqauirement for
competition based upon technical notices received in response to this
announcement. Technical responses received as a result of this
announcement will normally be considered solely for the purpose of
whether to conduct a competitive procurement. The Government will not
