Fernald (FDF, Prime Contractor for the United States Department of
Energy's (DOE's) Fernald Environmental Management Project (FEMP),
Fernald, Hamilton County, Ohio, seeks SOURCE(s) to facilitate the sale
of scrap carbon steel, stainless steel, lead, copper and other
materials (e.g., nickel alloys) generated by the FEMP site during
demolition activities, that have been certified for unrestricted
release from DOE control. A Request For Proposal (RFP) is planned to be
released on or about December 1996 for this work. This announcement is
not a request for proposal or solicitation. This announcement is an
advanced notification to determine interest in the proposed
solicitation as well as assist in establishing an offerors' list. The
proposed scope is as follows: As scrap material becomes available
through FEMP remediation activities, it will be accumulated by FDF.
Multiple requests for sales order pricing will be used on the material
accumulated to date to those companies awarded a basic sales
agreement. The company offering the highest purchase price will be
awarded the sales order. The successful company will provide the needed
number of empty transfer containers (approximately thirty (30) cubic
yard top-or end-loading roll-off type containers that are comparable
with the FDF roll-off truck) to FDF. FDF will load the scrap material
into the transfer containers. These containers will be weighed by FDF
at pick-up time. The successful company will then take possession of
the material and use the material as it sees fit. It is anticipated
that these basic sales agreements will be performed over an eight-year
period beginning in February 1997. FDF estimates the following
quantities of materials: Carbon Steel at 15,000 tons, Stainless Steel
at 250 tons, Lead at 2,500 tons, Copper at 1,340 tons and Nickel Alloys
at 250 tons. Minor amounts of substances not listed (such as paint or
rust) may be attached to or comingled with the scrap metal. Actual
amounts of material offered for sale through individual sales orders
may be significantly lower. Only interested vendors should respond to
this announcement with the following information: (A) Provide a copy of
any current applicable licenses. (B) Describe the ability of the vendor
to handle scrap materials. (C) Detail any similar projects within the
past five years that has been performed by providing a description of
each project including location of project(s), waste stream(s)
involved, process(es) utilized for treatment, project schedule(s), and
the percentage(s) of the work performed directly by the prime
contractor and subcontractor(s). (D) Identify dollar limits, the period
of performance and provide an estimate of the type and quantity of
waste materials being accepted under the respective contracts currently
held with DOE, DOE contractors or other legal agencies. (E) Specify any
additional technical information needed to respond to the RFP. This
will be negotiated procurement with vendor selection based upon the
best interests of the government. FDF will be issuing basic sales
agreements to more than one qualified vendor. Expressions of interest
with required information must be submitted in writing to Fluor Daniel
