Y -- NEW CONSTRUCTION OF KINLICHEE BOARDING SCHOOL SOL BIA-0150-97-2 DUE 121796 POC Judith Bodo Kinlichee Boarding School, Kinlichee, Arizona, Project No. 92N12, Serial No. BIA-0150-97-2, consists of Base Bid - Supply all labor, equipment, materials, for the construction of a new elementary school of approximately 31,005 S.F. with Alternate No. 1 - Supply all labor, equipment and material for the construction of two additional classrooms of approximately 2,654 S.F. Award of any contract resulting from this solicitation shall be subject to Section 7(b) of Pub. L No. 93-638 (25 U.S.C. 450(e) and 41 C.F.R. 14.1354 which require that preference in subcontracting be given to Indian/Alaska Native economic enterprises, and preference in employment training be given to Indian/Alaska Native Individuals. Consistent with these authorities, potential bidders shall advertise and solicit subcontracting opportunites from Indian/Alaska Native firms for suppliers and services. Section 7(b) plan requirements will be specified in the bid document. Bidders shall request names of potential subcontractors and suppliers from the Tribe(s) on or near whose reservations) the work under contract shall be performed. The potential awardee shall be required to submit its plan to implement Section 7(b) when requested by the Contracting Officer. Failure by the bidder to submit is plan when required and implement same after award shall be sufficient reason for non-award of a contract or termination of contract award for default. The procurement is subject to the Small Business Competitiveness Demonstration Program, Pub. L. No. 100-600. Bidders are responsible for all information and payment of taxes regarding this construction project. Filing for a tax exemption before bidding is further tax responsibility of the bidder. A Arizona tax exemption application is available. Each contractor must file for it. Pursuant to the construction clause, 48 C.F.R. Section 52.229-3, the construction contractor who is bidding on the Kinlichee Boarding School project must apply for any Arizona transaction privilege tax exemption and reflect the actual tax savings in the bid. The construction price range for Serial No. BIA-0150-97-2 is between $1 Million and $5 Million.
