Boger (717) 861-8687 (Site Code DAHA36) This project requires all plant, labor, tools, materials, equipment, transportation and supervision to clean, remove, and replace underground storage tanks with appurtenances for the Pennsylvania Air National Guard, 111th Fighter Wing, located at the Willow Grove Air Reserve Station, Willow Grove, Pennsylvania. The work will include, but not limited too, the removal and replacement of two (2) 6,000 gallon heating oil underground storage tanks and one (1) 4,000 gallon wash water underground storage tank, the conversion of two existing oil/water separators to settling tanks, the installation of two (2) 550 gallon oil water separators, the removal of one (1) heating oil and two (2) waste oil underground storage tanks with 8,000, 1,000 and 850 gallon capacities, respectively, and site restoration. These tanks are assumed to be non-leaking. Site restoration does not include environmental remediation. All work shall be accomplished in accordance with the plans and specifications provided with the solicitation and shall conform with Federal, State, and local environmental laws, regulations and guidelines. The contractor must be certified by the Pennsylvania Department of Environmental Resources to perform the removal and installation of underground storage tanks. The performance period has been estimated at one hundred and twenty (120) calendar days. The estimated construction range is $250,000 and $500,000. The solicitation, an Invitation for Bid, shall be issued as unrestricted. The projected date for availability of the Invitation for Bid is 2 December 1996 with a projected Bid Opening Date of 8 January 1997. The bid opening date will be no less than thirty (30) calendar days after availability of the solicitation. Approximately forty (40) sets of the solicitation will be available to certified prime contractors on a first come first serve basis with one set of plans and specifications provided with each solicitation. Only one solicitation package will be sent to each firm. There is no charge for the solicitation documents. A copy of these documents will be available for inspection at the United States Property and Fiscal Office, Annville, Pennsylvania. A solicitation package will also be sent to Dodge Reports, Harrisburg, Pennsylvania and the Construction News, Lawrenceville, New Jersey. Any questions pertaining to the solicitation must be submitted in writing to the United States Property and Fiscal Office, Annville, Pennsylvania no later than fifteen (15) calendar days prior to the bid opening date. With your request for a solicitation, each firm must include their Federal Tax Identification Number, corporate status, and business size. In addition, each contractor must provide a copy of their Pennsylvania Department of Environmental Certification and evidence of their capability to perform including references for similar work. References should include the contract number, title and size of the project, a point of contact and their telephone number. Corporate status means the offeror's designation as a (1) sole proprietorship, (2) partnership, or (3) other corporate entity. For determining business size, the Standard Industrial Classification (SIC) for this particular project is 1542. The applicable small business size standard including affiliates is no more than $17 million average annual gross revenue for the last three (3) fiscal years. Please indicate your size as a large, small, small disadvantaged or an 8 (a) business concern. All requests must be written and received no later than fifteen (15) calendar days prior to the bid opening date. Faxed requests are acceptable.
