Contract Specialist, 415-244-2977, M. Walker, Contracting Officer. This
Request for Proposals (RFP) is a source selection procurement for
complete wholehouse revitalization of 101 Capehart Family Housing
units. This is NOT a Design/Build project. The work in this contract
will be accomplished in multiple phases as outlined in the
specification. The work includes the furnishing of all labor,
materials, and equipment to construct the wholehouse repairs and
improvements including, but not limited to, site work, fencing,
cast-in-place concrete, unit masonry, woods and plastics, thermal and
moisture protection, doors and windows, finishes, specialties,
electrical kitchen equipment, furnishings, special construction,
mechanical, electrical and incidental related work. Additive Bid Item
1A: extend and replace all existing rear patio slabs, add trellises at
rear patio. Additive Bid Item 1B: remove existing 'Dog-Eared' fencing
and replace with 6 foot high 'Dog-Eared' redwood treated with natural
color preservative, include back and side gates with latches. Additive
Bid Item 1C: grade and level front and rear yards and hydroseed,
install automatic controlled sprinkler system (pop-up heads) in front
yards and manually controlled sprinkler system in rear yards with
controls as close to front and back doors as possible, enclosed in
sprinkler valve boxes. -- This project is to be acquired by negotiation
with qualified offerors based on technical and price competition. Price
and technical evaluation factors are approximately equal in weight.
TECHNICAL EVALUATION FACTOR #1: 'Past Performance' demonstrates a
commitment to quality, cooperative working relationships, customer
satisfaction, and timely completion of work at a fair and reasonable
price. TECHNICAL EVALUATION FACTOR #2: 'Experience of the Firm and of
Key Personnel' considers the extent of the Offeror's and key
personnel's experience in undertaking projects of similar scope and
complexity. TECHNICAL EVALUATION FACTOR #3: 'Subcontracting Commitment'
considers the extent of the Offeror's commitment to subcontracting with
Small Businesses, Small Disadvantaged Businesses, and Women-owned Small
Business Concerns. If a large business, this factor also considers the
past performance of the Offeror in complying with the requirements of
FAR Clause 52.219-8, Utilization of Small, Small Disadvantaged and
Women-Owned Small Business Concerns, and FAR Clause 52.219-9, Small,
Small Disadvantaged and Women-Owned Small Business Subcontracting Plan.
-- Estimated Construction Cost is over $10,000,000.00. -- Contract
Duration is approximately 540 calendar days. -- The proposed contract
is UNRESTRICTED. (IF THE PRIME CONTRACTOR IS A LARGE BUSINESS, A
SUBCONTRACTING PLAN WILL BE REQUIRED) -- The Standard Industrial Code
(SIC) is 1521 and the related small business size standard is
$17,000,000. -- Offerors shall request a copy (one copy per company) of
the solicitation IN WRITING stating RFP No. N62474-95-R-2876 with
complete company name, address, area code and telephone number, and
identify whether company will be bidding as supplier, subcontractor, or
