Purchasing Agent (540) 653-4904. The Government intends to purchase on
a sole source basis the technical assistance from D. H. Wagner
Associates located in Hampton, VA concerning a Development Plan for
Counter Drug User-Interface software for a Search and Surveillance
Planning System. This development plan for user-interface software will
be used by the Joint Inter-Agency Task Force. East (JIATF-E) in
performing counter drug (CD) search and surveillance (S&S) operations.
The existing computer-assisted S&S planning software currently being
used by the Coast Guard and Navy cannot be effectively used for CD
operations by other U.S. Government activities. User-interface software
must be developed specifically for CD missions and operations to enable
Commanders in Chief (CINC) and Joint Inter-Agency Task Forces (JIATG'S)
to effectively utilize the existing Coast Guard and Navy S&S planning
systems. As a necessary precursor to the development of user-interface
software for the CD application, the Department of Defense Counter
Drug Technology Development Program Office (CTDPO) requires a plan for
developing the software to be generated and approved. The generation
of an acceptable developmental plan for CD user-interface software will
require the contractor to: (1) possess a TOP SECRET security clearance
for those personnel who will be providing the technical assistance;
(2) have knowledge of S&S operations conducted by the U.S. Coast Guard
and U.S. Navy; (3) have in-depth knowledge of three specific S&S
planning software systems and their user-interface software, those
systems being the Coast Guard's Computer-Aided Search Planning (CASP)
2.0 system, the Navy's Anti-Surface Warfare Technical Decision Aid
(ASUWTDA), and the general-purpose Search and Surveillance Planning
System (SSPS); (4) and the ability to access, analyze, and evaluate the
programming contained within the CASP 2.0 and ASUWTDA software systems.
D. H. Wagner Associates is uniquely capable of satisfying all of the
above requirements because they have the proprietary rights for
non-Governmental use of CASP 2.0 software and no other prospective
contractor may legally gain access to it prior to August 2001 without
D. H. Wagner Associates' consent. Award is to be made under Simplified
Acquisition Procedures under the Small Business-Small Purchase
set-aside basis. All responsible quotes shall be considered by the

shall be shipped FOB Destination to the Naval Surface Warfare Center,
