This is a combined synopsis/solicitation for commercial items preparedin accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ97C-5 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Library of Congress has a requirement to purchase the following maintenance: CISCO SMARTnet which is a Self-maintenance program; includes two basic types of maintenance services: Advance replacement of hardware as well as software updates/upgrades and comprehensive maintenance on-site. Comprehensive maintenance is on-site and includes all of the features of SMARTnet, plus on-site remedial which includes the following equipment: MODEL #'S: CISCO3202, 1R1T Router Bridge 2MG, 4MB, 2 each; 516-CS, EOL-16 port Communications Ser., 3 each; IGS/R, 1 Slot Remote Gateway Server, 1 each; CISCO4000-M, Topasy CISCO4000 Memory +, 2 each; CON-SNT-1TR, Local Token Ring Gateway, I Chas., 3 each; CON-SNT-F4, AGS+/4 16MB Router, 10 each. Maintenance shall commence December 1, 1996 through February 28, 1997. All equipment is located at the Library of Congress, James Madison Memorial Building, 101 Independence Street, SE, Washington, DC 20540. The following provisions apply to this acquisition; 52.212-1, Instructions to Offerors--Commercial and 52.212-4, Contract Terms and Conditions--Commerical Items (under this clause the followign clauses have been modified by the Library of Congress, 52.233-1, Disputes; 52.232-25, Prompt Payments. These clauses shall be available upon written request.) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Ites, with its offer. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition (under this clause the followign clauses have been modified by the Library of Congress; 52.223-3, Convict Labor and 52.215-2, Audit and Records--Negotiation. These clauses shall be available upon written request). The following FAR clauses are applicable under 52.212-5: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.225-3, and Buy American Act--Supplies.
