Ginnie Mae, a wholly-owned Government corporation which provides a secondary market for government insured/guaranteed loans through its Mortgage-Backed Securities programs, is soliciting for contract services to perform the review and analysis of financial statements including supplemental reports received from institutions approved to conduct business as Ginnie Mae issuers and Federal Housing Administration (FHA) mortgagees under the Title I and/or Title II programs. The purpose of the review and analysis is to determine that the issuer/mortgagee is in compliance with Ginnie Mae and FHA financial and insurance requirements as well as to bring to the agencies' attention if the issuer/mortgagee has major internal control problems and/or is not in compliance with any laws, regulations or HUD program requirements per the supplemental reports prepared by the Independent Public Accountant. Offerors must demonstrate that they have a complete understanding of both Ginnie Mae's Mortgage. Backed Securities programs and FHA's Title I and Title II programs participated in by FHA mortgagees including the Consolidated Audit Guide for Audits of HUD programs, HUD Handbook 2000.04 REV-1. Additionally, offerors must demonstrate that they have experienced personnel that meet the auditor qualifications of Government Auditing Standards, including the qualifications relating to continuing professional education. The offeror must be an audit organization that meets the quality control standards of Government Auditing Standards. RFP GNMA-96-PA-06 will be issued on or about December 6. Proposals will be due 30 days after issuance of the solicitation. This solicitation has no restriction as to the size of a firm which may offer. SIC 8721 applies.
