U -- PARENTING PROGRAM INSTRUCTORS SOL RFP 128-0225 DUE 121796 POC Curtis A. Courtney, Contracting Officer, (606) 253-8885. The Federal Bureau of Prisons, Federal Correctional Institution (FCI), Memphis, TN, has a requirement for non-personal Parenting Program Instructor Services at the FCI and satellite camp (Millington, TN). The Contractor will provide parenting educaton programs to adult male offenders. The program shall be designed to support the development and maintenance of positive relationships between inmates, spouses or custodial parents of their children, and their children. The contractor is expected to utilize community-based volunteers and organizations, as well as appropriate social service agencies to enhance the programs wherever possible. Classes shall be six to eight weeks in length. Instructors, as minnimum qualifications, must possess a BS and/or BA degree, with at least 15 credit hours in counseling, psychology, or social work, and one year of practical experience. Due to the nature of this contract, all individuals working within the institution must submit to Security Clearances. This will be a competitive procurement with award being made to the offeror determined to be in the best interest of the Government, price and other factors considered. These other factors include Quality of Performance, Prior Experience, and Understanding of the Statement of Work. The Contractor shall provide services Monday through Friday from 1:30 to 3:30 pm, or 6:00 pm to 8:00 pm. The Contractor shall provide two instructors, one for the FCI and one for the satellite camp. The following is the estimated number of sessions (one session = one hour) per year, per position: FCI Instructor- 1,175 sessions; Satellite Camp- 705 sessions. The base year of the contract shall be from date of award through twelve months, with four (4) one year option periods for renewal. Solicitation packages will be mailed approximately November 19, 1996. It is anticipated this will result in a firm-fixed price, requirements type contract. No collect calls will be accepted.
