Patrick AFB intends to acquire, on a sole source basis from Telonics Corporation, Data Acquisition Sub System Equipment to consist of: 1) downconverter for Defense Military Satellite Program (DMSP) which converts the S-band frequency to an Intermediate Frequency (IF); 2) downconverter for National Oceanic Atmospheric Administration (NOAA) satellite feed converts the S-band frequency to an IF; 3) receiver unit for DMSP satellite acquires and demodulates a PSK modulated signal in the IF range; 4) receiver unit for NOAA satellite acquires and demodulates a PSK modulated signal in the IF range; 5) bit synchronizer with invert input for DMSP satellite provides a frame synchronized PCM/PSK serial output bit stream; 6) bit synchronizer with integrated antenna positioner control unit for NOAA satellite provides a frame synchronized PCM/PSK serial output bit stream. The integrated antenna controller is a processor that accepts azimuth and elevation angle positioning information from a pointing table and converts this information to a DC voltage used to drive the antenna positioner azimuth/elevation drive motors. The components will be used to upgrade the existing Rapid Deployment Imagery Terminal System. Specifications, plans or drawings relating to the procurement described are not available and can not be furnished by the Government due to proprietary information. Telonics possesses unique knowledge and proprietary rights which can not be obtained from any other source. The statutory authority for Other than Full and Open Competition is 10 USC 2034(c)(1), only one responsible source.
