commercial items prepared in accordancewith the format in Subpart 12.6,
as supplemented with additional information included in thisnotice.
This announcement constitutes the only solicitation; proposals are
being requested anda written solicitation will not be issued. This
notice is used as a request for quotations (RFQ)and will be awarded as
a purchase order using the simplified acquisition procedures.
Thesolicitation document and incorporated provisions and clauses are
those in effect throughFederal Acquisition Circular 42. The Standard
Industrial Classification is 2273 - Carpets andRugs. Small business
size is less than 500 employees. Line item 1 is for six (6) each
arearugs, color red, size 12' X 10'. Line item 2 is for eight (8) each
area rugs, color green, 12' X10'. Line item 3 is for five (5) each
area rugs, color red, size 12' X 16'. Line item 4 is fortwo (2) each
area rugs, color green, size 12' X 16'. The specifications pertain to
each rug.The specifications are as follows: custom woven Axminster to
match architect's sketch. Toobtain sketch contact Cheryl Brown at
202-842-2100. 7 pitch/9 row/.250 pile height. 25/32''loom cut. 80%
wool/20% type 66 nylon plus permanent static control. Wool must meet
woolbureau standards for commercial carpet. 2/53 yarn ply size 33.4
oz/SY pile yarn wt. woven30.8 oz/SY pile yarn finished 38.01 oz/SY
total finished wt backing materials: 100% syntheticchain polyester,
stuffer-polyester, filling-polypropylene. 1'-0'' wide borders with hand
finishededges. 12'-0'' wide. Fabricator to minimize seams. Manufacturer
to submit colored renderingand actual sample showing full repeat for
architect's approval prior to fabrication. (7) colors tomatch
architect's poms. Delivery is required no later than 6 months after
award. Delivery ismade to U.S. Fish & Wildlife Service, National
Education & Training Center, County Route1, Kearneysville Road,
Kearneysville, WV 25430. The following FAR provisions and clausesapply
to this RFQ and are incorporated by reference 52.212-1, Instructions
to Offerors -Commercial Items Provision 52.212-2 Evaluation-commercial
items (Oct 1995) (a) thegovernment will award a purchase order
resulting from this quotation to the responsibleofferor whose offer
conforming to the solicitation will be most advantageous to
thegovernment price and other factors considered. The following factors
shall be used to evaluateoffer: (1) Technical capability - ability to
provide the products stated herein of the same orbetter functional and
physical characteristics; (2) Schedule - Ability to meet or exceed
requireddelivery dates; (3) Past Performance - ability to consistently
delivery and maintain qualityproducts in a timely manner; (4) Total
Proposed Price. Evaluation Criteria are listed indescending order of
importance. The offeror shall clearly demonstrate how the
products/service proposed meet the requirements set forth herein.
Bidders shall include acompleted copy of the FAR provision at 52.212-3,
Offeror Representations and Certifications -Commercial Items with their
bid. FAR clause, 52.212-4, Contract Terms and Conditions -Commercial
Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms
andConditions Required to Implement Statutes or Executive Orders -
Commercial Items, appliesto this acquisition, along with the following
additional FAR clauses: 52.222-37, EqualOpportunity, 52.222-35,

wishing to respond to this solicitation should provide this office with
thefollowing: A price quote on company letterhead for the requested
items showing unit price,extended price, FOB point, prompt payment
terms and correct remittance address, and acompleted copy of FAR Clause
52.212-3, Offeror Representations and Certifications -Commercial Items.
Please provide three references, point of contacts, addresses and
phonenumbers of any recent and relevant contracts for the same or
similar items; statementspecifying the extent of agreement with all of
the terms, conditions and provisions included inthe quotation. The
offeror agrees to hold the prices in the offer firm for 30 calendar
daysfrom the date specified for the receipt of offers. Quotes are due
