The Coastal Systems Station, Dahlgren Divsion, Naval Surface Warfare Center, intends to solicit proposals for the development of an Underwater (Sea/Fresh) Adhesive. This adhesive is to have an operational temperature range of 29 to 90 degrees Fahrenheit. Tensile bond strength goal at 5 minutes is 20 psi, with a minimum of 320 psi at one hour. Shear bond strength goal is 20 psi at 5 minutes with a 400 psi goal at one hour. A useable viscosity is required, with a goal of 350-450 centipoise. Minimum surface preparation is required, with a goal of no surface preparation. Materials to be bonded are, at a minimum, uncoated steel, rubber and fiberglass, and anti-fouling paint on steel, rubber, fiberglass, and aluminum. Minimum working time of 30 seconds is required, with a goal of one minute. Operational life minimum is one month, with a goal of 2 years.
