System Program Office, ASC/YP, is contemplating contracting for .F-16
Time Oriented Tasks for the United States Air Force and foreign miltary
sales programs. A contract is anticipated to be awarded to Lockheed
Martin Tactical Aircraft Systems (LMTAS), Fort Worth, Texas, in the
second quarter of FY97. The period of performance will extend through
December 1999. The purpose of this synopsis is not a request for
competitive proposals. However, all proposals received within 45 days
after the date of publication of this synopsis will be considered by
the government. Time Oriented Tasks are those recurring tasks common to
all ongoing aircraft production both USAF and foreign in the
disciplines of engineering, laboratory sustainment, and program,
administrative, logistics, and production management. The successful
contractor will be required to provide the facilities, laboratory test
equipment and test software, program management personnel,
configuration and data management personnel, hardware and software
engineering capabilities, production support staff, and other equipment
and services necessary to support the fabrication, assembly, test and
delivery of F-16 C aircraft to the U.S. and foreign government. The
contractor should include the following in his response: 1)
identification of key management and program personnel with a resume of
their previous experience, 2) identification of existing fighter
aircraft for which he has managed the production, 3) discussions of
specific instances of previous experience as a fighter aircraft
contractor, 4) evidence of capability to perform successfully within
the above described parameters. . Direct all requests for solicitations

been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate concerns. Potential offerors should use established
channels to request information, pose questions, or voice concerns
before resorting to the use of the Ombudsman. Potential offerors are
