7249 99 -- UPGRADE AND MODIFY OPERATIONAL CAPABILITY OF THE F-15 WEAPON

255-7927. The United States Air Force is seeking interested sources
able to upgrade the software suite (suite of Operational Flight
Programs - OFP) on the McDonnell Douglas Aerospace (MDA) F-15 Weapon
System platform, all associated pieces of Support Equipment (SE), test
benches, technical data and all trainers which include the Weapons
Systems Trainer (WST), the Weapons and Tactics Trainer (WTT), and the
Rapid Prototyping System (RPS). The contract will consist of two
phases: (a) Phase I - Concept and requirements definition phase and,
(b) Phae II - Development, design and fielding phase. Phase I efforts
to be included in this contract are: (a) concept definition for the
inclusion of all proposed integration efforts related to new or
upgraded weapons/systems, (b) requirements analysis and definition
leading to a final set of integration requirements (commonly referred
to as a final change list (FCL) or features list) as they relate to all
Computer Software Configuration Items (CSCIs), Configuration Items
(CIs) and Configuration Software Units (CSUs) (c) proposed plans for
the integration effort of these documented items with an Integrated
Master Plan (IMP) and Integrated Master Schedule (IMS) delineating how
and when the FCL is to be integrated. This phase will beign
approximately 1 May 1997 and shall last approximately 10 months. For
Phase II of the contracted effort, the contractor will utilize the
plans and schedules developed in Phase I to establish milestones for:
(a) the design and development of required software meeting the
requirements listed in the FCL, (b) the support of risk reduction
testing, simulation, Developmental Test and Evaluation (DT&E) and
Operational Test and Evaluation (OT&E) and, (c) the fielding of the
integrated OFP suite. As a minimum, a suite's integration requirements
(all Weapon System Level Requirements and CSCI design requirements)
and a finalized IMP and IMS shall be documented and delivered to the
USAF at ten (10) months After Receipt of Order (ARO). All design,
development, integration test and fielding efforts shall occur within
a time specified by the IMS and consistent with ASC and contractor
software development models. The Phase II effort is expected to begin
near the conclusion of Phase I (1 Mar 98) and last approximately 33
months. The offeror will be required to provide the appropriate
facilities and equipment to conduct this effort. A limited amount of
Government Furnished Equipment (GFE) will be provided to support this
effort. Partial data packages will be available, however, Hughes
Aircraft Corporation and McDonnell Douglas Aerospace have retained
proprietary rights to the APG-70 and -63(v1) radar systems. Offers will
be considered from any firm providing clear and convincing evidence of
its capability to meet all of the following criteria. All sources
wishing to participate in this solicitation must submit information
which documents the following capabilities: (a) Capability to define,
design, integrate, test and field a number of Line Replaceable Units
(LRUs) OFPs and Mission Critical Computer Systems (AFMSS and CFRS)
including: (i)APG-70 and APG-63(v)1 radar systems,(ii) Programmable
Armament Control System (PACS), (iii) Multifunction Programmable
Display Processor (MPDP), (iv) Very High Speed Central Computer
(VHSCC), (v) Avionics Interface Units (AIU), (vi) Digital Map System
(DMS), (vii)ALR-56C Radar Warning System, (viii) ALQ-135 (Band 3)
Integrated Countermeasures Set, (ix) ALE-45 Countermeasures Dispenser,
(x) Air Force Mission Support System (AFMSS), (xi)Computerized Fault
Reporting System (CFRS). (b) The capability to define requirements and
integrate, test, and field the following GFE (subsystem OFPs) provided
by Warner-Robins-Air Logistics Center/Avionics Integration Support
Facility (AISF) and Electronic Warfare Avionics Integration Support
Facility (EWAISF). (i) APG-63 Radar system (AISF), (ii) Programmable
Signal Display Processor (PSDP) (AISF), (iii) ALR-56 (A) Radar Warning
Receiver (EWAISF), (iv) ALQ-135 (Bands 1 and 2) Integrated
Countermeasures System (EWAISF), (c) Capability to write USAF Mil-Spec
Technical Orders (T.O.) and make changes to existing T.O.s affected by
this effort, (d) Capability to use and input data into the Logistics
Support Analysis (LSA) file system, (e) Capability to prepare, revise
and submit Support Equipment Recommendation Data (SERD) as part of
appropriate Engineering Change Proposals (ECP) to specify F-15 I-level
SE requirements, (f) Capability to demonstrate engineering knowledge
of the systems identified above and the unique interfaces associated
with each LRU, (g) Capability to simulate software on the F-15 (MSIP
and E) F-15 Domed Flight Simulators and Manned Flight Simulators to
reflect intermediate and final design implementations, (h) Capability
to conduct systems engineering, project management, and configuration
management, (i) Capability to provide all required engineering data,
(j) SIC for this procurement action is 8731 with a size standard of
1,500 employees including the offeror and its affiliates. Overall
period of performance for the completion of Phase I and Phase II should
not exceed 48 months ARO. Delivery to ASC/LFDWO, Wright-Patterson AFB,
OH 45433. All responsible sources must submit a capabilities statement
to LFDK within 30 days of publication of this notice. This statement
will be limited to 20 pages, double spaced at 12 point. Sources
responding should provide information concerning key management and
program personnel with a resume of their previous experience and
evidence of capability to perform successfully. Failure to provide the
above information with your response to this notice may disqualify
your firm from further consideration. Information requested herein is

responses from responsible sources will be fully considered, however,
receipt of responses will not be acknowledged. All respondents are
reminded that the government must receive all responses within 30 days

has been appointed to hear concerns from potential offerors during
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendation to the appropriate government
personnel. Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
