The Aviation Applied Technology Directorate (ATCOM) proposes to acquire on an other than full and open competitive basis a research and development program entitled Portable Engine Test Set (PETS). The objective of this program is to develop troubleshooting/diagnostic procedures for the T63, T703 engines and Auxiliary Power Unit (APU) engines used in Army helicopters. The program will consist of a 12 month technical effort. A noncompetitive acquisition to Allison Engine Company, Indianapolis, Indiana is intended pursuant to 10 U.S.C. 2304(c)(1). Allison is deemed to be the only responsible source based upon its position as the developer, manufacturer, and prime engineering support for the family of engines identified above. This effort will develop step-by-step, electronic, interactive procedures derived from engine performance models, testability models, maintenance history, and fault logic. Along with the procedures, the hardware requirements necessary to perform the tests will be defined. Request for this solicitation must be submitted in writing to the above address.
