Applied Technology Directorate (ATCOM) proposes to acquire on an other
than full and open competitive basis a research and development
program entitled Portable Engine Test Set (PETS). The objective of this
program is to develop troubleshooting/diagnostic procedures for the
T53, T55 engines and Auxiliary Power Unit (APU) engines used in Army
helicopters. The program will consist of a 12 month technical effort.
A noncompetitive acquisition to Allied Signal Engines, Phoenix, Arizona
is intended pursuant to 10 U.S.C. 2304(c)(1). Allied Signal is deemed
to be the only responsible source based upon its position as the
developer, manufacturer, and prime engineering support for the family
of engines identified above. This effort will develop step-by-step,
electronic, interactive procedures derived from engine performance
models, testability models, maintenance history, and fault logic. Along
with the procedures, the hardware requirements necessary to perform the
tests will be defined. Request for this solicitation must be submitted
in writing to the above address. Request from U.S. firms must include
business size. Request received by other means will not be honored.
