being sought by the U.S. Army Space and Strategic Defense Command for
the Program Executive Office, Air and Missile Defense, Theater High
Altitude Area Defense Project Office (THAAD PO), on the availability of
experience in scientific, engineering, analysis and technical efforts
to support verification, validation, and accreditation of systems and
computer software. The THAAD PO requires software independent
verification, validation, and system support (SIVV&SS) during the
Engineering Manufacturing Development (EMD) phase of the THAAD system.
Key areas of this effort include: application of proven verification
and validation methodologies and tools to systems and computer
software; independent appraisal of the developments, processes,
procedures, support items, and products of systems and their associated
computer software with major emphasis on achieving correct system
performance and high levels of system quality; verification of system
technical requirements, software analysis and design evaluation, sizing
and timing studies, test evaluation, verification of software quality,
and support in accreditation/validation of models and simulations;
verification of specifications, analysis of system/software
documentation, review of configuration management procedures, program
test and evaluation, and technical writing for a wide range of digital
equipment, such as radar command/control and communication,
position/navigation, fire control, and tactical computer systems; and
continued development and upgrade of test beds and system simulations.
A broad range of labor categories are required to perform the proposed
acquisition. These include: Program Manager, Senior Engineer/Scientist,
Senior System Engineer, Senior System Analyst, Senior Specialty
Engineer, Specialty Engineer, Engineer/ Scientist, System Analyst,
Assistant Engineer/Analyst, Technician, and Administrative. The labor
categories must cover the areas stated above. A range of skill levels
must be provided in all of the categories for efficient accomplishment
of this effort. The effort is expected to require a 4-year period of
performance from 1997 to 2001. Responses are limited to
small-businesses; should any resulting solicitation be issued as an
8(a) competition or a small-business set-aside, the prime contractor
will be required to comply with FAR 52.219-14, LIMITATION OF
SUBCONTRACTING, which requires that at least 50% of labor dollars must
be performed by the prime contractor. Respondents must provide the
following information: 1. Listing of contracts over the past three
years which relate specifically to the areas stated above. 2. A
description of recent and relevant successful experience in each of the
areas stated above. 3. Resumes for a lead individual and the senior
managers. 4. Facility size in square feet and level of security
clearance at the facility. 5. Number of full-time employees; number of
part-time employees. 6. State whether it s a small or small
disadvantaged business. The Standard Industrial Classification (SIC)
Code is 8731 and the standard size is 1000 employees. 7. Response
should be limited to one document, not exceeding 20 pages, (8 1/2 by 11
inches). It is anticipated that foreign participation will not be
allowed. Potential respondents should submit a one paragraph statement
of interest five (5) days after publication of this notice (faxed to

response document should be sent to the U.S. Army Space and Strategic
Defense Command, ATTN: CSSD-CM-MT/Belinda Williams, P. O. Box 1500,
Huntsville, AL 35807-3801 not later than fifteen days after publication
of this notice. This is not a request for proposal. Industry
