J -- AEIL MAINTENANCE AND UPGRADE POC Anne L. O'Steen, Contract Specialist, (904) 882-4141. The Air Force Development Test Center, 46 Test Wing, is anticipating award of a sole source, one 3-year basic with one 2-year option, cost plus fixed fee contract to SRT Electro Optics Inc., for upgrade and maintenance of Airborne Electro-Optical Infrared/Laser (AEIL) systems for the EO/IR/Laser system flight (46TW/TSWI) at Eglin AFB, Florida. SRT Electro Optics is the designer and a manufacturer of two airborne platforms and sole designer for thirty percent of the third system that is to be upgrade/maintenance. In addition, they hold proprietary rights to the subsystems used in the AEIL systems. The AEIL systems are three state-of-the-art airborne platforms that support a variety of multi-spectral instruments. The systems are used to provide truth and signature data in support of DOD munitions testing. The AEIL systems collect, condition, digitize, record and post mission process multi-spectral data on selected targets. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. Col. Doug Ferris, (904) 882-5966, has been appointed by the AFDTC Commander to hear offerors' confidential concerns, if any, regarding this acquisition. The Ombudsman's purpose is not to replace the technical staff or contracting officer, but to serve as an honest broker and communicate any contractor concerns, issues and disagreements to the appropriate government personnel. Routine technical questions and contracting issues should therefore continue to be directed to the technical and contracting staff identified elsewhere in this synopsis.
