notification of intent to convene an Early Industry Involvement
Conference for the purpose of inviting industry participation and
comments on an anticipated Request for Proposal (RFP) F09603-97-R-30010
for the exterior depaint/paint of C-5A/B aircraft. The current plan is
to issue a fixed price requirements type contract with a basic year
and four options. The best estimated quantities to date are as follows:
Total depaint/paint - 1 to 5 per year; Scuff/Sand/Paint - 15 to 20 per
year. The conference will convene at 09:00 am, Monday, 96 November 25,
in the third floor conference room of the Museum of Aviation, Building
1500, Eagle Building, Hwy 247 Entryway, Robins AFB, GA. Attendance
shall be limited to three people per contractor. In addition to group
discussions, interested parties will be afforded an opportunity for a
one-on-one meeting with the Government Program team. You must attend
the group forum to be eligible for the individual meetings. One-on-one
meetings will be scheduled in the order in which the requests are
received. Attendance does not guarantee that any offerors will be
considered for award when the solicitation results. Accordingly, the
Government is under no obligation to reimburse any source for
attendance at this conference or for any bid and/or proposal costs
incurred in preparation of same. The draft RFP will be provided to the
attendees no later than the date of the conference. The early industry
involvement conference is the only conference anticipated for this
requirement. All interested parties should contact and identify

approximate issue/response date will be 13 Dec 96. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. This acquisition may/does involve technology
that has a military or space application. The only US contractors who
may participate are those that are certified and registered with DLSC
(1-800-352-3572) and have a legitimate business purpose. US
contractors must submit a copy of their current, approved DD Form 2345
with their request for solicitation. To request this certification,
write to the Commander, Defense Logistics Services Center, ATTN:
DLSC-FEB, Federal Center, Battle Creek MI 49017- 3084 and request a
copy of Department of Defense Form 2345 or call DLSC at the above
number. The solicitation/data package will be mailed to the data
custodian identified in block 3 of the DD Form 2345. The extent of
foreign participation has not yet been determined. MOU country sources
must contact the Contracting Officer within 15 calendar days of the
date of this synopsis notice to receive a copy of the solicitation at
the time it is initially issued. Issuance of the RFP will not be
delayed to review requests from MOU country sources received after 15
days or from non-MOU country sources. Nothing in this notice
contradicts other restrictions, identified in the synopsis notice or
solicitation, regarding eligible sources (e.g., if this is a
small-business set-aside, foreign sources may not participate as
potential prime contractors but could, if otherwise eligible,
