is a combined synopsis for commercial services prepared in accordance
with the format in Federal Acquisition Regulation Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Proposals are hereby
requested, and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
announcement constitutes request for proposals (RFP) number
N00014-97-R-RS01. The small business size standard for this acquisition
is $3.5 million and the SIC Code is 7389. This acquisition is
unrestricted. The Naval Research Laboratory has a requirement for
technical editing services for the Winter 1997 and Spring 1997 issues
of the Navy Journal of Underwater Acoustics (NJUA). This requirement
constitutes CLINs 0001 and 0002 respectively of this solicitation. The
task of technical editing for the NJUA will require a qualified
contractor who has access to technical expertise in the areas of
underwater acoustic propagation; radiated noise characteristics of
submerged vessels; signal processing, beamforming methods, data
transmission techniques, and data fusion technology; transduction and
reception technologies; and undersea warfare systems. The successful
offeror shall perform the following specific technical editing tasks:
(a) Provide overall guidance and direction for publication of the
journal. Maintain timeliness by solicitation of guest editors for
special focus issues on subjects of strong Navy interest. Solicit and
maintain contact with associate editors at each Navy Laboratory to
maintain Navy relevance; (b) Schedule articles for appropriate
publications issues; (c) Develop the structure of each issue; (d)
Receive and evaluate submitted manuscripts, and forward selected
manuscripts to at least two technical peers reviewers; (e) Receive and
evaluate comments and recommendations. Interact with the authors to
adjudicate differences in order to produce the best possible article;
(f) Provide final technical editing for each revised article, taking
particular note of the manner in which the author(s) have modified
their manuscripts to account for the comments of the reviewers; (g)
Proof galley copies of all articles in each issue, and proof each
complete issue prior to replication and distribution; (h) Maintain,
review and update the ''Instructions for Contributors to the U.S. Navy
Journal of Underwater Acoustics;'' (i) Establish the layout template
for the journal, as required. Specify the type, styles, sizes, and
journal formats; (j) Develop, maintain and update the NJUA Database
Management System, which includes the following minimum information:
(i) subscription holder name, organization and address, (ii) security
clearance or level, (iii) papers published, (iv) authors of papers, (v)
paper reviewers, and (vi) foreign disclosures; (k) Specify the
multimedia format. Identify and define multimedia features to be
included in each article; (l) Interface with editorial staffs of other
classified and applicable unclassified technical journals; (m) Serve
as the control point for managing the flow of classified manuscripts.
Maintain and operate a program for tracking the status of each
manuscript received in its review, revision, and production cycle.
Perform security functions in accordance with FAR clause 52.204-02
entitled ''Security Requirements,'' which shall include, but may not be
limited to, implementing, maintaining, and employing the necessary
security measures for handling, storing and transmitting classified
documents; (n) Produce printed mailing labels, as authorized, for each
issue; (o) Contribute to compilation of the ''Annual Author Index''
and the ''Annual Subject Index;'' (p) Contribute to compilation of the
''Five-Year Cumulative Indexes;'' and (q) Deliver final galley and
authorized printed mailing labels to NRL TID Division for printing and
distribution. The Government anticipates that each issue of the
journal will contain approximately 20-25 papers, each of which will be
approximately 25 single-sided pages in length, and that no more than
600 copies will be required for each issue. The proposed NJUA technical
editor shall, as a minimum, (a) Possess a Doctoral (PhD) degree in
physics, engineering or some equivalent area, with a minimum of five
years experience in research and development areas associated with
underwater acoustics; (b) demonstrate internationally-recognized
expertise in the areas of underwater acoustic propagation, undersea
warfare systems, transduction and reception technologies, and signal
processing, beamforming methods, data transmission techniques and data
fusion technologies through provision of a detailed resume and
publication list; (c) demonstrate pertinent experience in reviewing and
editing professional journals; and (d) Possess a security clearance of
at least the SECRET level. The final galleys and mailing labels for
the Winter 1997 issue of the NJUA shall be delivered on or about 01
January 1997, F.O.B. destination at NRL-TID, Washington D.C. The final
galleys and mailing labels for the Spring issue of the NJUA shall be
delivered on or about 01 April 1997, F.O.B. destination at NRL-TID,
Washington D.C. The Federal Acquisition Regulation (FAR) and Defense
Federal Acquisition Regulation Supplement (DFARS) provisions and
clauses incorporated into this solicitation are those brought into
effect through Federal Acquisition Circular 90-37 and Defense
Acquisition Circular 91-10. The FAR and DFARS provisions are
incorporated herein by reference. Offerors are advised to propose in
accordance with the provisions at FAR 52.212-1 entitled ''Instructions
to Offerors--Commercial Items.'' Offerors are further advised to
include completed copies of the following provisions with their offers:
FAR 52.212-3 entitled ''Offeror Representations and
Certification--Commercial Items;'' and DFARS 252.212-7000 entitled
''Offeror Representations and Certifications--Commercial Items.''
Offerors will be evaluated in accordance with FAR 52.212-2 entitled
''Evaluation--Commercial Items.'' The specific evaluation criteria
under paragraph (a) of FAR 52.212-2 is: (1) Technical Approach and
Qualifications of Personnel proposed to meet the Government's minimum
needs, (2) Past Performance, and (3) Price. The criteria Technical
Approach and Qualifications of Personnel is weighted higher than the
criteria Past Performance, which is weighted higher than the criteria
Price. The following FAR clauses apply to this acquisition: FAR
52.215-43, Audit--Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders--Commercial Items. The additional clauses cited under FAR
52.212-5 that are applicable to this acquisition are: FAR 52.203-6, FAR
52.203-10, FAR 52.219-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36,
and FAR 52.222-37. The clause at FAR 52.204-02 entitled ''Security
Requirements'' is also applicable to this solicitation and any
resulting contract. The clause at DFARS 252.212-7000, Contract Terms
and Conditions Required to Implement Statutes Applicable to Defense
Acquisitions of Commercial Items, applies to this acquisition.
Additionally, the following clauses cited under DFARS 252.212-7001 are
also applicable: DFARS 252.233-700. Any contract awarded as a result
of this solicitation will be rated DO order certified for national
defense use under the Defense Priorities and Allocations System
(DPAS)(15 CFR 700), and the Contractor will be required to follow all
of the requirements of this regulation. Offers shall be delivered to:
Procuring Contracting Officer, Code 3250:RDS, Naval Research
Laboratory, Department of the Navy, Stennis Space Center, MS 39529-5004
and shall be received no later than 4:00 p.m. local time, November 20,
1996. The package should be marked for RFP N00014-97-R-RS01, closing
dated 20 NOV 1996. All responsible sources responding to this
solicitation will be considered. The Government will not pay for any
documents or information received as a result of this solicitation.
