R -- ARTWORK CONSERVATION AND REINSTALLATION, RICHMOND, VA SOL GS03P97DWC1003 Artwork Conservation and Reinstallation, Richmond, VA DUE 123196 POC Contract Specialist, Sean McWilliams, (215) 656-6399 Solicitation is for conservation and installation of six murals originally installed in the US Courthouse, Richmond, VA in 1939. All six murals are oil on canvas, three by Paul Cadmus, and three by Jared French. The artwork is currently located at Artex Inc., Takoma Park, MD and will be shipped by the Government to the location where the conservation work will be performed. The Government will also ship the artwork to the Lewis F. Powell, Jr. Courthouse, Richmond, VA for re-installation. This contract will include all labor supervision, materials, supplies, and equipment to conserve the artwork based on offerors technical proposal. The contract will also include re-installation of the artwork at the Powell Courthouse in Richmond, VA. This procurement is being made using source selection procedures. Offerors will be required to submit technical proposal (3 copies) and a price proposal (3 copies). Price is of less importance than technical factors, however, as technical ratings become closer, price becomes more important. The technical proposal shall be based on three factors: (1) technical capabilities and resources, (2) key personnel, and (3) materials and chemicals. Factor (1) of the technical proposal is of more importance than factors (2) and (3), which are of equal importance. This solicitation is limited to the geographic area covered by GSAs Mid-Atlantic and National Capital Regions. Offerors must be located and propose to perform the artwork conservation work within the following States: Virginia, Maryland, Delaware, West Virginia, The District of Columbia, Pennsylvania, and Southern New Jersey (the State of New Jersey excluding the Counties of Bergen, Passaic, Essex, Hudson, Union, Middlesex, Monmouth, and Morris). The estimated dollar range of this procurement is between $100,000 - $250,000. The solicitation will be available on or about November 26, 1996. A pre-proposal conference will be scheduled at Artex in Takoma Park, MD in late November or early December.
