Proposal (RFP) construction contract to reestablish a portion of the
foundation grout curtain under Dworshak Dam, North Fork Clearwater
River, Idaho. The grouting will be performed against very high head
conditions. The reservoir head ranges from about 200 to 500 feet in the
area to be grouted. The work includes: Sealing two concrete monolith
joints and joint drains, then reestablishing the joint drains; drilling
and installing several uplift monitoring instruments; developing a
grouting plan and drilling grout holes to depths ranging from 100 to
200 feet; furnishing, handling, storing, mixing, and injecting grouting
materials; disposal of drill cuttings, waste water, and waste grout;
drain hole protection, and 3-inch diameter drain hole drilling;
foundation water diversion and control; downstream turbidity
monitoring; cleanup of areas upon completion of work; and all such
other operations as are incidental to the drilling and grouting.
Proposals will be evaluated based on the following evaluation criteria:
(1) Quality, (2) Past Performance, (3) Environmental Objectives, (4)
Price or Cost to the Government, and (5) Subcontracting Plan, if
applicable. All evaluation factors other than cost or price, when
combined, are significantly more important than cost or price. The
intent is to evaluate each proposal on the basis of a ''best value''
analysis for the project as a whole. This Request For Proposal is open
to all businesses regardless of size. Estimated cost is between
$1,000,000.00 and $5,000,000.00. If a large business is selected for
this contract, it must comply with FAR 219-9 regarding the requirement
for a subcontracting plan on that part it intends to subcontract. The
intended subcontracting goals are that a minimum of 52.5% of the
contractor's intended subcontract amount be placed with small
businesses (SB), including 8.8% with small disadvantaged businesses
(SDB), and 3.0% with women-owned small businesses (WOB). This plan will
be required with proposal submittals. Non-refundable payment of $25.00
(twenty-five) for plans and specifications to accompany Request For
Proposal. Check made payable to FAO, USAED, Portland. An additional
information package includes information on the foundation, previous
grouting work, uplift investigations, a history and present seepage
rates and other pertinent information necessary for understanding the
site geology and seepage problem. This information may be essential for
developing acceptable proposals. Non-refundable payment of $40.00
(forty) for this additional information to accompany request. The
Standard Industrial Classification code for this acquisition is 1771.
The small business size standard is average receipts for the preceding
