However, the Contracting Officer reserves the right to award without further discussion. The solicitation is tentatively scheduled for issuance on or about 9 Dec 96. Acquisition is under other than full and open competition to accommodate standardization of controls within the facilities and ensure compatibility of communications protocol between the EMC main work station and the facilities DDC controls.
